Comrade Ta Minh Chau - Former Deputy Head of the Party Central Committee's Foreign Affairs Commission, Former Ambassador of the Socialist Republic of Vietnam to the Lao PDR attended and directed the congress.

Comrade Le Xuan Dai presented flowers to Comrade Thai Van Hang, former President of the Vietnam-Laos Friendship Association.

During the 2008-2014 term, together with the whole country, the Vietnam-Laos Friendship Association of Nghe An province proactively coordinated to organize effective and practical people-to-people foreign affairs activities, while building and strengthening the Association to become stronger and stronger. Information, propaganda and education work on the Party's people-to-people foreign affairs policy and the tradition of special friendship between Vietnam and Laos were carried out in many practical forms, suitable to the specific conditions of the Association, widely deployed in the province, focusing on member Associations, departments, branches, relevant units and universities and colleges with Lao students studying. Implementing the Resolution of the Congress of the term, the work of consolidating, perfecting and improving the quality of activities has made much progress, the affiliated Associations maintained their activities in accordance with the set content and programs.

During the 2014 - 2019 term, the Vietnam - Laos Friendship Association of Nghe An province continued to thoroughly grasp Directive 04-CT/TW of the Secretariat on people's diplomacy in the new situation; Combining people's diplomacy activities with the State diplomatic tasks of the province, departments, branches, socio-political organizations, people's organizations... in relations with Laos and provinces sharing the border; Improving the effectiveness of Vietnam - Laos people's friendship exchange activities; Doing well the emulation and commendation work and activities of drinking water, remembering the source; promoting the spirit of responsibility, actively building and consolidating the association to develop more and more.

The Congress approved the Draft Amended Charter of the Vietnam - Laos Friendship Association of Nghe An province and elected 32 comrades to the Executive Committee of the Vietnam - Laos Friendship Association for the 2014 - 2019 term. Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee was elected to hold the position of Chairman of the Vietnam - Laos Friendship Association of Nghe An province for the 2014 - 2019 term.
