Reaching the dynamic urban area of the Southwest region

(Baonghean) - Located at the intersection of important trade routes connecting the lowlands with the Western region, Do Luong Town has long been a transit hub for goods. The formation of satellite urban areas in the direction of expanding urban space to meet the criteria for establishing a Town, becoming a dynamic urban area in the Southwest region is a strategic development vision.

Coming to Do Luong Town now, the most noticeable impression is the change in appearance when the infrastructure system is invested and upgraded, creating a civilized urban space. In which, the most obvious is the new urban area Vuon Xanh. With the idea of turning the low-lying land with inefficient rice production into a modern, ideal urban space to create a highlight for the entire Town area, Vuon Xanh Industrial & Commercial Joint Stock Company has been built since 2007.

With a total investment value of nearly 100 billion VND, the Green Garden Urban Area has been deployed by the investor on an area of 15 hectares, including urban technical infrastructure works: electricity, water, drainage ditches, sidewalks, planting trees, building a regulating lake... In addition, the urban area also has social welfare works that have been built according to the plan and put into operation and use such as medical stations, kindergartens, sports areas, parks, regulating lakes... With synchronous investment, closed planning area, Green Garden Urban Area has 6 neighborhoods including 388 plots of land that have been quickly purchased and built by people to live and enjoy the convenient life that the urban area brings.

At Cau Dau Urban Area, invested by Lam Son Construction & General Services Joint Stock Company, up to now, the infrastructure according to the basic planning has been completed such as electricity, water, internal roads with the volume reaching over 90%. Resettlement work is being carried out urgently, 95 households have built houses and supporting works... Present in the resettlement area of the project, many households are completing their houses to move in.

Ms. La Thi Trang's house was resettled in lane 1 adjacent to the planned area for the construction of the project's commercial center. Ms. Trang was excited: "Thanks to the project, my family escaped flooding when the river water rose during the rainy season. Resettlement here not only gives my family a safe life, but also supports the construction of a house, I am very happy, my family is trying to complete it to move into the new house this month". The expansion of the town towards Lam River through the implementation of the planning for the construction of the Cau Dau New Urban Area demonstrates the vision of urban space, while also relocating and resettling more than 100 households outside the dike that are threatened by floods every year.

In fact, the 1.4 km long dike running through Cau Dau area has encroached deep into the inner city area, blocking the town's view of the river. At the same time, the land outside the dike, where households in Block 1 and Block 2 live, has long been under-managed and ineffectively used, so it has become a landfill, a gathering place for social evils... Therefore, the implementation of the planning to build the new Cau Dau urban area to form an urban area on an area of 16 hectares has become a "two-pronged" project. Mr. Nguyen Van Mao, Director of Lam Son Construction and General Services Joint Stock Company, the investor, committed: We have completed the new dike to ensure safety for people during the rainy and flood season. Now we just have to wait for the resettlement work to be completed before we can dismantle the old dike to connect the traffic infrastructure, electricity and water and the urban area to put it into operation.

Do Luong Town was established during the French colonial period, and is the economic - political - cultural center of Do Luong District. With its central geographical location at the intersection of important traffic routes, the location of commercial goods transit from the lowlands to supply the mountainous areas and Luong market, and the town's commercial services have long been bustling. However, in the general development of the locality, especially reaching the Southwest Center, Do Luong Town currently cannot meet the demand, because with an area of only 231 hectares, most of which has been used to build urban infrastructure works, houses, and there is no more land to build and upgrade urban technical infrastructure works, and welfare works to serve the development needs.

In addition, the development of the town has led to a very rapid urbanization process in the surrounding areas. This clearly shows that the neighboring communes such as Dong Son, Da Son, Luu Son and Trang Son have rapidly shifted their agricultural economic structure to industry, small-scale industry and services. And this has caused inadequacies in the management of planning, construction, household registration, security and order... Therefore, the construction of Do Luong Town to expand its administrative boundaries to the scale of a town is an objective necessity, in accordance with the overall planning of the urban system of the whole country, to achieve the goal of Do Luong Town becoming a driving force for socio-economic development not only of Do Luong district but also of the Southwest region of Nghe An province.

Comrade Hoang Quoc Viet, Vice Chairman of the District People's Committee, said: "Up to now, the town expansion plan has been approved by the Provincial People's Committee, the Government has appraised and submitted to the National Assembly Standing Committee for a Resolution. According to the plan, the total adjusted area is 448.63 hectares, of which the land belonging to the town is 231 hectares, Dong Son commune is 111.17 hectares, Da Son is 31.40 hectares, Luu Son is 24.55 hectares, Trang Son is 70.35 hectares and the population is about 26,000 people." Along with implementing the plan, Do Luong also focuses on investing in urban technical infrastructure, renovating inner-city items such as traffic roads with many planned expansion routes, asphalt pavement, sidewalk paving, urban lighting, traffic lights, etc.

It can be said that the recent use of the Green Garden New Urban Area and the upcoming operation of the Cau Dau New Urban Area have created an impressive highlight in the South, and opened up the view to the Southwest along the Lam River. It is known that the Cau Tien Urban Area, the urban area along the Dao River has been identified for planning and has an investor, which will create a triangle of urban space with the town center as the center, creating a highlight connecting with 3 urban areas that will create a driving force for Do Luong Town to converge the conditions to establish a town in the future.
