Striving to become a locality with fast and sustainable development

(Baonghean) - ...In the past term, although there were still many difficulties, the Party Committee of Hung Nguyen district was united, unanimous, promoted internal strength; strived and achieved important results in all fields.

(Excerpt from the speech at the Congress by Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the Hung Nguyen District Party Congress for the 2015-2020 term)

Many targets of the Congress have been completed and exceeded. The economy continues to grow quite well (reaching 9.48%). The economic structure has shifted in the right direction (increasing the proportion of industry and services). The total investment capital for development increased by 1.67 times compared to the previous term. The average added value per capita increased by 2.06 times compared to the beginning of the term. Agriculture has developed quite well, with over 40 high-income fields formed; there are over 320 farms and general business households (twice as much as in 2010); the new rural construction movement has been directed resolutely; in 2014, 2 communes were recognized; in 2015, 7 more communes are striving. Infrastructure has been invested in and effectively developed; site clearance for projects has been focused on. Annual budget revenue always exceeds the set target (average annual increase of 4.3%). Culture and society have many positive changes, social security is guaranteed, people's lives are gradually improved. National defense - security, social order and safety are maintained; issues of rural security and religious security are promptly resolved. Mass mobilization work is focused on leadership and direction. Party building and political system building have achieved many positive results. The Party's leadership method continues to be innovated, ensuring the comprehensive leadership of the Party Committee in all areas. The Party Executive Committee, the Standing Committee and the Standing Committee of the District Party Committee are united and highly cooperative; the people are in agreement. The District Party Committee has been continuously classified as strong by the Provincial Party Executive Committee... These are outstanding and very valuable results.

...Looking back over the past 5 years, in addition to the results and achievements, we must also seriously and frankly admit that Hung Nguyen is still a poor district. The recent development has not been commensurate with the potential and advantages of the district. The economic growth rate is not sustainable, the economic restructuring is slow, and some targets set by the Resolution of the Congress of the last term have not been achieved. The average income per capita is still low, only reaching 24.3 million VND/person (lower than the average of the whole province (including mountainous areas and poor districts) of 29 million VND). The application of science and technology to increase production value in agriculture is still limited. Small-scale industry, craft villages, trade - services, and tourism have developed slowly, not yet fully promoting the advantages of a district adjacent to Vinh City. Some cultural and social fields have not changed proportionately; the birth rate of the third child is still high, vocational training and job creation for rural workers are not much. The construction of models and typical advanced examples is still limited. The work of developing party members in rural areas and special areas is not much, and in many places it is even difficult.

...With a favorable location as a district adjacent to Vinh City, Hung Nguyen is a historical, cultural and revolutionary land; the people of Hung Nguyen are industrious, hard-working and determined, always striving to rise up. The Standing Committee of the Provincial Party Committee hopes that in the coming term, Hung Nguyen district must achieve the three most basic goals:

One is to become a fairly good district of the province; with per capita income among the highest in the province;

Second, the district will meet new rural standards before 2020 (meaning over 75% of communes will meet new rural standards);

Third, continue to maintain the title of the District Party Committee that is continuously strong and strive to achieve the title of exemplary strong and excellent.

To achieve the above goals, Hung Nguyen needs to propose effective solutions on the following contents:

The first:Focus on doing well the work of planning, planning management and land management. On the basis of approved industrial zones and clusters, the district must make efforts and coordinate with the provincial sectors to focus on infrastructure investment. Promote investment attraction, especially successfully attracting VSIP 6 Industrial Park to the district. Encourage enterprises and large projects to continue investing in the area, especially in agricultural and rural areas. To do that, it is necessary to create an attractive investment environment, on the basis of good implementation of administrative reform, especially administrative procedures and site clearance, to facilitate and attract the attention of investors.

Monday:Applying scientific and technological advances to clean agricultural production; focusing on flower and vegetable growing areas of all kinds in the Lam River delta; high-quality rice growing areas in the inner and middle communes; developing livestock and aquaculture farms in low-lying communes.... All must produce in the direction of commodities, build product brands, and bring high production value to the people.

Tuesday:Exploiting and developing service, trade and tourism sectors; especially eco-tourism and spiritual cultural tourism associated with the preservation and promotion of historical and cultural relics in the area such as: General Secretary Le Hong Phong Memorial Site, Nghe Tinh Soviet Historical Relic 12/9, Hoang Muoi Temple; linking with Nam Dan District and Cua Lo Town to produce various types of tourism products; promoting Nghe Tinh Vi and Giam folk songs... At the same time, expanding economic and cultural development linkages to the Southwest region (5 South region of Nam Dan District) and Duc Tho, Huong Son, Huong Khe regions of Ha Tinh province; especially after the Yen Xuan 2 road bridge and Lam River overpass of the North-South expressway are newly built, creating an interchange highway to the Southwest and Southeast of the province (also known as the Nam Nghe - Bac Ha Economic Zone).

Wednesday:Economic growth must be linked to cultural and social development. Care for education and training, health care, reduce the birth rate of the third child or more, policies for people with meritorious services and ensure social security. Pay attention to human resource training, especially vocational training and job creation for rural workers. Mobilize all resources to effectively implement poverty reduction work, guide people on knowledge of production and business, improve their lives, and escape poverty sustainably. Bring about uniformity in material and spiritual life between people in communes in the inner and outer regions; between religious and non-religious people.

Thursday:Strengthen national defense and security; maintain political security, social order and safety, prevent drug abuse and crime in the suburbs of Vinh City; forecast, closely monitor and grasp the situation to promptly resolve issues right at the grassroots level. Do a good job of receiving people, resolving complaints and denunciations of citizens. Proactively prevent and promptly stop the "peaceful evolution" plot of hostile forces, especially in the fields of rural security and religious security.

Friday:Take care of the work of building the Party, government, Fatherland Front and people's organizations, especially the political system at the grassroots level. Strengthen the development of Party members, build Party organizations in rural areas and special areas. Improve the quality of political and ideological work; the quality of cadres and Party members; strengthen the work of inspection, supervision and enforcement of Party discipline; Continue to well implement Directive 03 of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh, well implement Resolution 4 of the Politburo. Strive to continuously build the district Party Committee to be clean and strong.

Saturday:After the Congress, the District Party Executive Committee must develop and issue action programs to specifically implement the Congress Resolution, especially having a plan to mobilize resources and outline a detailed implementation roadmap, ensuring sustainable development, quality and effectiveness of the contents set forth by the Congress.

The Provincial Party Committee Standing Committee believes that, with the rich revolutionary tradition, with the solidarity and high determination of the entire Party Committee; government and people of the district, in the coming term, Hung Nguyen will become a locality with rapid and sustainable development. Worthy of being a Heroic District of the People's Armed Forces in the period of innovation; contributing to the province's excellent completion of Resolution 26 set forth by the Politburo.
