Dien Chau District Party Committee: Firmly holding the top position

(Nghe An Newspaper interviewed comrade Tran Van Cuong, Secretary of the District Party Committee, Chairman of the People's Council of Dien Chau district).

Reporter:Could you please tell us about the outstanding results that the Party Committee and people of Dien Chau district have strived to achieve in the past term?

Comrade Tran Van Cuong:In the 2010 - 2015 term, despite facing some difficulties due to the impact of economic recession, natural disasters, epidemics, extreme weather due to the consequences of climate change... but implementing the Congress Resolution, under the leadership of the District Party Committee, the efforts of the political system and the entire people, Dien Chau has achieved quite comprehensive results, basically completing the set targets.

The economy grew and shifted in the right direction. Average production value increased by 9.9%. Average income per capita reached about 30 million VND, twice as much as in 2010. The economic structure shifted towards increasing the proportion of construction industry and services, and reducing the proportion of agriculture.

Agricultural, forestry and fishery production has developed quite well. The conversion of crop structure has made much progress, applying new scientific and technical advances, effectively mechanizing production. The whole district has built 21 large fields, with a value increase of 10-15%, and has 46 effective production development support models. The area with revenue of over 100 million VND accounts for over 44% of the total area (5,973 hectares). Livestock has been promoted to convert to the form of farms and family farms. The fishery industry has developed quite comprehensively, with an average value increase of 8.3%/year. The total annual aquatic product output is about 35,400 tons, of which the exploited output is 29,500 tons and the cultivated output is 5,900 tons, achieving the set target.

The construction of new rural areas has been given attention and direction and has achieved many important results: People have donated 393.4 hectares of land, contributed 220 billion VND, built 254.8 km of rural roads, renewed 133.5 km of intra-field roads, reinforced 149 km of canals, dug and filled 2.65 million m3 of soil and tens of thousands of working days. It is expected that by the end of 2015, about 13 communes (33% of communes) will meet the new rural standards.

Industry and construction continue to develop well, infrastructure is invested in. The expansion planning and construction of Thap - Hong - Ky industrial cluster to 25 hectares has been completed, investment certificates have been granted to 20 projects, 13 projects have been put into operation. Many new industrial products with high value and large output, such as: garment, fish meal processing, construction steel production, roofing sheets, steel purlins, NPK fertilizer, etc. have contributed to increasing budget revenue, creating jobs and shifting the economic structure of the district.

The service industries are developing rapidly and are diverse. Especially tourism services, banking and financial services, telecommunications services, and transportation services.

Culture and society have many positive changes, people's spiritual life has been improved; poverty reduction, policies to support the poor, and social security have been effectively directed; national defense and security have continued to be strengthened, and social order and safety have been maintained. Party building and the political system have been focused on and achieved many good results. The quality of grassroots party organizations has been improved, and the political system in religious areas has been strengthened; training, fostering, planning, rotation, appointment, and placement of cadres have been effectively implemented.

Reporter:Dear comrade! Besides the results achieved, Dien Chau clearly still has limitations and weaknesses that need to be overcome. Could you please elaborate on this issue?

Comrade Tran Van Cuong:In the process of evaluating the implementation of the Resolution of the District Party Congress, the Dien Chau Party Committee has seriously reviewed to clearly identify the limitations and weaknesses and proposed solutions to overcome them in the coming time as follows:

- The implementation of some important economic development targets has not met the set targets. The growth rate and quality, and competitiveness of the economy are still low, and the construction of economic and social infrastructure has not kept up with development requirements.

- Some issues in the fields of culture, society, resources and environment have not been completely resolved.

- The fields of national defense, security, social order and safety are still limited in some aspects. The quality of the safety base in some communes is not comprehensive and stable. Some crimes and social evils are still complicated.

- The leadership capacity and fighting strength of some grassroots party organizations are still limited; the content and methods of leadership are slow to innovate. There are two targets on Party building work that do not meet the Congress's goals.

- The activities of the authorities at all levels, the Fatherland Front and people's organizations in some areas are not high. The pioneering role, working style and responsibility of some cadres and party members are still limited; some cadres are not really close to the grassroots, and do not regularly grasp the aspirations of the people.

Reporter:So what are the lessons learned by Dien Chau in the process of leading and directing the implementation of the Resolution in the coming period, comrade?

Comrade Tran Van Cuong:There are 5 lessons that Dien Chau learned as follows:

Firstly, it is necessary to do well the political and ideological work, grassroots democracy regulations, create high solidarity and unanimity within the Party Committee and the political system, and consensus among the people in carrying out the key and urgent political tasks of the locality.

Second, enhance the effectiveness of state management, especially planning management, land management, investment, construction, budget and social policies. Promote the proactive and creative role of the government in management and administration.

Third, promote internal resources, at the same time promote investment attraction, encourage production and business development, create economic and labor restructuring; ensure harmony between investors' and people's interests, immediate and long-term interests; solve employment, ensure social security; develop the economy in conjunction with ensuring national defense, security, and environmental protection.

Fourth, promote administrative reform, promote responsibility, public ethics, and professional capacity of cadres, civil servants, and public employees; set good examples and promote the role of cadres and party members, especially leaders; strictly comply with discipline and administrative rules to meet the requirements of integration and development.

Fifth, pay attention to the work of Party building in a comprehensive manner in terms of political ideology and organization. Strictly implement the principle of democratic centralism, enhance the leadership role of Party committees; promote collective intelligence and the role and responsibility of leaders in leading, directing and organizing the implementation of the Resolution.

Reporter:Dear comrade! In order for Dien Chau to promote its potential advantages and promote development worthy of being among the top economic “locomotive” districts of the province, what are the goals and orientations for the coming period?

Comrade Tran Van Cuong: In the 2015 - 2020 term, Dien Chau will implement the development perspective, which is to accelerate the growth rate, continue to develop fields, industries, and products with local advantages and potential. Focus on attracting investment to develop industries, handicrafts, tourism services and marine economy, creating economic restructuring towards rapidly increasing the proportion of industries and services. Focus on developing agriculture, rural areas and farmers, promoting the implementation of the National Target Program on new rural construction. Pay attention to developing cultural and social fields, gradually improving the material and spiritual life of the people; firmly ensuring national defense and security. Strengthening administrative reform, mobilizing all resources, exploiting potentials and strengths, improving the quality of human resources, comprehensive innovation, promoting democracy, maintaining discipline, strengthening solidarity, building a strong Party and political system... striving to achieve new rural district status by 2020 and be in the top of the province's districts, the district Party Committee continuously achieving strength.
