(Baonghean) - The Party's propaganda work has always been identified as a particularly important component in the Party's overall revolutionary activities; it is a crucial field for building the political foundation of the regime, propagating, educating, motivating, and organizing the people to carry out revolutionary tasks; it is the basis for affirming and enhancing the Party's pioneering role in politics, theory, intellect, culture, and morality, demonstrating its leading role in paving the way for the cause of building and defending the Fatherland.

Eighty-five years ago, on August 1, 1930, the Propaganda and Agitation Committee of the Communist Party of Vietnam published the document "International Red Day, August 1" to commemorate the international day of struggle against imperialist war, for the protection of peace, for the defense of the Soviet Union, and in support of the national liberation movement. Since then, August 1 has become a major milestone in the history of our people's revolutionary struggle under the leadership of the Party, marking a very significant activity in the Party's propaganda work. In 2000, the Politburo of the Central Committee of the Party (8th term) decided to designate August 1st as the traditional day of the Party's ideological and cultural work. In 2007, the Secretariat of the Central Committee of the Party (10th term) decided to designate August 1st as the traditional day of the Party's propaganda work.

In Nghe An, even before the Party was founded, the Party's predecessor organizations had effective forms of propaganda and mobilization. Throughout its 85-year history of development, the Party's specialized propaganda and education agencies, both generally and specifically in Nghe An, have held a paramount position in the Party's leadership during every revolutionary period. Building on this glorious tradition, in recent years, propaganda and education work has closely followed political tasks, continuously innovating its content and forms, and achieving many outstanding results, including:

Regularly innovate the methods of understanding and studying the Party's resolutions and directives, linking them with the development and implementation of specific mechanisms, policies, projects, plans, and action programs that are appropriate for each locality and unit.

The implementation of Project No. 07-DA/TU on "Enhancing exemplary conduct and combating conservative thinking, dependence, and reliance among cadres and Party members" and Directive No. 17-CT/TU on "Strengthening administrative discipline and order in agencies and units in the province" has made a significant contribution to raising awareness and responsibility, promoting patriotic emulation movements, creating unity in understanding and action, and contributing to the successful implementation of the Resolution of the 17th Provincial Party Congress.

Attention has been paid to implementing political theory training and education to meet the requirements of improving the qualifications of cadres and Party members. Methods of teaching political theory have been gradually reformed, linking theory with practice, and have achieved many positive results.

Proactively and actively implementing the study and emulation of Ho Chi Minh's moral example, in conjunction with the implementation of Central Resolution 4 (11th Congress) "Some urgent issues concerning Party building today," has achieved some initial results, contributing positively to preventing and reversing the decline in political ideology, morality, and lifestyle among a segment of cadres and Party members, and strengthening the people's trust in the Party. Directing the replication of many good models and effective methods in studying and following Uncle Ho's example has created numerous emulation movements to fulfill political tasks in localities and units.

Continue to innovate and improve ideological work, focusing on enhancing the quality of Party branch meetings, particularly those centered around monthly ideological themes. Each ideological theme will either be linked to the dissemination and education of traditions commemorating national holidays or to the direction of implementing the province's political tasks. Innovate the editing, publication, and quality of internal bulletins of the Provincial Party Committee and local units to meet the information needs of Party branch meetings and contribute to the fulfillment of the political tasks of each locality and unit.

Actively coordinate and direct information and propaganda to promote and introduce the image of Nghe An in the economic, cultural, and social fields; the province's policies and potential in attracting investment and tourists... Strengthen external information work with many rich and diverse forms. Enhance timely information dissemination and guidance on complex and sensitive issues such as: the East Sea issue, borders, ethnic groups, religion, land clearance...

Focus on guiding and managing the activities of the press and publishing. Monitor and promptly address issues reflected in the press and of public concern. Implement many effective solutions to combat and refute false information and viewpoints from malicious individuals and hostile forces.

Cultural, artistic, journalistic, and publishing activities are becoming increasingly diverse, meeting some of the people's spiritual needs and gradually creating a healthy, orderly, and disciplined cultural environment. The preservation and promotion of traditional cultural values ​​are emphasized, especially the preservation and promotion of the Ví and Giặm folk songs – a representative intangible cultural heritage of humanity.

Besides the achievements, the propaganda work in the province still has some limitations such as: The organization of studying the Party's resolutions and directives in some places is still superficial and does not meet the requirements. The implementation of Directive 03 of the Politburo in some places has not gone into depth. The implementation of Resolution 4 of the Central Committee (11th term) "Some urgent issues concerning Party building today" still has limitations. The work of grasping the ideological situation and public opinion at the grassroots level is sometimes not timely. The direction, inspection, and supervision of information and ideological guidance work are sometimes not truly decisive and effective…

To continue innovating and improving the effectiveness of propaganda work, and to meet the requirements of the current revolutionary period, in the coming time, the Propaganda Department of the entire province will focus on effectively implementing the following eight main tasks:

OneContinue to improve the quality of propaganda, political and ideological work, and public opinion orientation; seriously implement the leadership and guidance of the Central Committee and Party committees at all levels on political and ideological work. Focus on directing and organizing effective propaganda for Party congresses at all levels leading up to the 12th National Congress of the Party; contribute opinions to the documents of Party congresses at all levels; and promote economic, social, national defense, and security development in the area. Enhance the political acumen, intellectual level, fighting spirit, and pioneering and exemplary role of cadres and Party members. Actively fight against, prevent, and repel manifestations of "self-evolution" and "self-transformation," and thwart all conspiracies and activities of "peaceful evolution" by hostile forces.

TwoContinue to innovate and improve the quality of learning, thoroughly understand the resolutions and directives of the Party, and link them with the development of practical, specific, and feasible action programs and implementation plans tailored to each locality and unit. Focus on improving the quality of instructors, innovating the content and format of lectures, and paying attention to expanding the target audience and time allocated for studying the Party's resolutions and directives.

Three,Emphasis should be placed on studying and following the moral example of Ho Chi Minh, linking it with combating ideological, political, moral, and lifestyle degradation among cadres and Party members, considering this a regular task for all organizations and individuals within the political system. The results of studying and following the example of President Ho should be promoted, highlighting good examples, good deeds, and innovative, effective, and practical approaches throughout the province.

Four,Innovate the work of political theory education, promptly updating knowledge and current affairs information for cadres and Party members. Improve the quality of training and education in Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints and guidelines, and the State's policies and laws. Emphasize the study and research of theory in conjunction with practical activities. Regularly and closely link ideological work with the tasks of economic and social development, national defense, security, and foreign affairs.

YearSeriously implement the plan for the development of journalism in the province according to the National Master Plan for the Development of Journalism until 2025. Strengthen the direction and management of journalism, publishing, culture, literature, and art to enhance the effectiveness of propaganda work. Innovate the provision and guidance of information for journalism in the province.

SixThis involves vigorously innovating the content, form, and methods of propaganda according to specific themes and topics, closely aligned with the practical realities and development requirements of the province; improving the methods of conducting activities to understand public opinion and sentiment; and providing timely and comprehensive information on the Party's guidelines and policies, and the State's laws to cadres, Party members, and the people. It also includes overcoming conservative, stagnant, dependent, and unmotivated thinking; and simultaneously promoting revolutionary thinking that encourages proactive action, bold thinking, and a willingness to take responsibility, thereby creating new momentum for development and establishing a solid foundation for Party unity and social consensus.

Seven,Actively advise Party committees at all levels on the effective implementation of Party policies in the fields of education and training, science and technology, health, and natural resources and environment. Pay attention to directing the implementation of external information work, propaganda on maritime and island issues, border demarcation and monument placement; and research and compilation of the history of the local Party committee.

EightStrengthening the leadership of Party committees at all levels over propaganda work, especially ideological work in all fields, particularly in politics and economics, in the current context of international integration. Regularly organizing dialogues with the people. Promptly addressing ideological obstacles at the grassroots level, creating unity within the Party and consensus among the people. Continuing to consolidate and improve the team of propaganda cadres at all levels, ensuring sufficient numbers and enhancing quality.
