Truong Thi Ward (Vinh City): Building a civilized urban life

(Baonghean) - Truong Thi is a central ward of Vinh City, with many development advantages, especially in services and commerce. During the past term, with the joint efforts of the Party Committee, the government and the people, we have strived to build a modern and spacious ward with many impressive works, demonstrating comprehensive development with rapid urbanization.

Total production value reached 1,359.2 billion VND, the average annual growth rate increased by 9.0%. The economic structure shifted in the right direction; services - trade reached 67.4%, industry - handicraft 32.6%, production and business establishments increased by 20.58%; total social investment reached 565 billion VND; average income per capita/year reached nearly 75.2 million VND, an increase of 102.1% compared to the beginning of the term.

Up to now, Truong Thi has 300 enterprises, 1,595 individual service business households, not only contributing to creating jobs, increasing budget revenue, but also contributing to promoting the socio-economic development of the ward. The development of industries has created conditions for workers of working age to have stable jobs. In recent years, the ward has mobilized capital sources to focus on investing in developing the technical infrastructure system. 100% of roads and drainage ditches have been concreted and paved, 17/17 blocks have cultural houses with quite synchronous institutions, contributing to changing the appearance of the ward to be more and more spacious and modern. The total investment is 44,428 billion VND; mobilizing resources from the people reached more than 10 billion VND to build 64 works (reaching 188.2% of the plan); including building and repairing 8 cultural houses, 14,539 m2 of sidewalks, 6,044 m2 of concrete roads, 11,587 m2 of sports fields, 2,173 m of drainage ditches, schools; coordinating with Vinh City People's Committee to clear land for key projects such as: Vinh University Project, Nguyen Tat Thanh Park, An Duong Vuong Street.

Urban, land and basic construction management have made remarkable achievements. Up to now, 98% of households have been granted land use right certificates and coordinated the implementation of the old collective housing elimination project, completed 9/11 collective housing areas; cleared land in project areas. With the participation of methodical management, reasonable investment in construction, and timely mobilization of people's strength, the urban appearance of the ward has become increasingly civilized and modern.

Economic and urban infrastructure development has created a foundation to improve people's lives; the poverty rate is 0.21%, down 0.88% compared to the beginning of the term. The rate of cultural families annually reaches 90 to 94%; 14/17 blocks build and maintain cultural blocks. Education and training work is increasingly going into depth; kindergartens and secondary schools maintain the title of National standards and cultural units; activities to encourage learning, encourage talents and Community Learning Centers are directed with attention. Medical stations are fully invested with equipment to serve the needs of initial medical examination and treatment; policies for people with meritorious services, policy families, gratitude work, hunger eradication, poverty reduction, and job creation are well implemented.

During the past term, the Party Committee of Truong Thi Ward has continuously innovated its leadership methods in the direction of: Enhancing the responsibility of the leader, assigning clear responsibilities to people and tasks; focusing on the Party cell and residential block, promoting the pioneering and exemplary role of Party members; building practical resolutions; consolidating, perfecting, arranging and innovating the activities of the political system from the ward to the grassroots. The team of cadres and civil servants has constantly trained, studied, improved their professional qualifications and political theory, awareness of serving the people, meeting the requirements of leadership, management and operation in the new development stage; building a Party Committee that is not only clean and strong, but also truly exemplary and fully converges the qualities of capacity and intelligence, ensuring that it is on par with the scale, speed and depth in the innovation and development of the locality.

In the process of implementing programs and projects, the Party Committee of Truong Thi Ward always follows the regulations on contact and dialogue with the people, promptly grasps the ideological situation and recommendations and proposals of cadres and Party members to have solutions, creating social consensus and solidarity within the Party and the people. The results achieved in the past term are an important premise for the Party Committee of the Ward to create new momentum and strength to continue to successfully implement the goals set out in the Resolution of the Party Congress for the 2015-2020 term.

That is, continue to improve leadership and direction capacity, promote internal resources, attract external resources, take advantage of support from superiors to build a strong ward in terms of political system, develop stably, comprehensively and firmly, constantly care for the material and spiritual life of the people. The main targets to strive for: Economic growth rate for the whole period reaches 10 - 11%, total production value by the end of the term reaches 2,196.8 billion VND; average income per capita reaches 140 - 145 million VND, total budget revenue is estimated at 17,554 billion VND. The economic structure has shifted strongly, with the proportion of trade - services accounting for 72 - 73%, industry - construction accounting for 27 - 28%; total social investment capital in the area is 1,189 billion VND... The Party Committee continues to maintain the title of Clean and Strong. The Government, the Fatherland Front and mass organizations are Strong and Excellent. 100% of Party cells complete their tasks well, with no weak Party cells; 100% of Party members complete and complete their tasks well.

To achieve the set goals and targets, the Ward Party Committee focuses on implementing a number of tasks and solutions: Encouraging individuals and units to invest in a number of trade and service centers in the area; having appropriate management mechanisms to facilitate trade and commerce at markets, along with policies to create a favorable environment for people to boldly invest in large-scale production, in the direction of joint ventures and associations.

Strengthening urban order management, urban cultural awareness, building more model roads for urban order. In the field of culture and society, focusing on building the spiritual and cultural life for the people, promoting the movement "All people unite to build a cultural life in residential areas", improving the quality and rate of cultural families, cultural blocks, civilized alleys; strengthening state management of education, health care and promoting movements to promote social security; striving to have the ward's poverty rate below 0.1% by 2020...

With the above goals and targets, the Party Congress of Truong Thi Ward for the 2015 - 2020 term focused on discussing the most creative and appropriate implementation solutions and exploiting the great potential and advantages in the area, determined to build the ward increasingly civilized and modern, worthy of being an excellent strong ward of the city.
