(Baonghean.vn) - On the morning of August 12, the Supervisory Delegation of the Economic and Budget Committee - Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic and Budget Committee of the Provincial People's Council had a working session with Handico - Vinh Tan Urban Development Investment Joint Stock Company on the situation of land use, implementation of financial obligations to the state of apartment buildings and urban areas; granting of home ownership rights of a number of apartment projects in Nghe An province.

The report on the implementation of the Vinh Tan Ecological Urban Area Construction Investment Project, Vinh City by Handico - Vinh Tan Urban Development Investment Joint Stock Company at the working session with the Supervisory Delegation showed that: The Vinh Tan Ecological Urban Area Construction Investment Project - TP was invested in synchronous construction of architectural works, technical infrastructure and social infrastructure in Trung Do and Vinh Tan wards (Vinh City) with a project implementation area of 771,811.6 m2.2. The project has a total estimated investment of over VND 7,925 billion; the implementation progress and capital mobilization plan are divided into 7 phases. The project started in August 2008 and is expected to end in December 2020. Of which, the total number of low-rise apartments is 1,479 and the total number of high-rise apartments is 1,736.

Up to now, the Company has invested in construction and has fully paid its financial obligations to the State. In 2014, the Vinh Tan Eco-Urban Area Project was granted 1,413 land use right certificates in the name of the investor by the Department of Natural Resources and Environment, but the transfer of land use rights to households has not been carried out because construction is still underway.

However, this is a large project that has been implemented for a long time but the progress is still slow; there are still some shortcomings in the process of site clearance, relocation and compensation for site clearance. In addition, the transfer of land use rights to households has not been carried out; environmental pollution still occurs, etc.
Through field surveys and working with company representatives, the opinions of the members of the monitoring team suggest that the company should coordinate with Vinh City to focus on resolving the site clearance work, especially the clearance and relocation of cemeteries; pay attention to and resolve the environmental pollution problem at the regulating lake in the project area. Continue to invest and build infrastructure to cover the planning, speed up the project progress. Speed up the progress of granting land use right certificates to households.
