Resolving complicated and prolonged cases in civil enforcement
(Baonghean.vn) - On the afternoon of June 25, the People's Committee of Nghe An province held a conference to summarize 5 years of implementing Directive No. 11/2010/CT-UBND of the Provincial People's Committee on improving the effectiveness of civil judgment enforcement in the province.
Comrades: Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Tran Xuan Thu - Director of the Provincial Civil Judgment Enforcement Department chaired the conference. After 5 years of strictly implementing Directive No. 11/2010/CT-UBND, the work of civil judgment enforcement (CJE) in the province has had a clear change. The organizational system of the JEJ agencies has been improved, ensuring centralized and unified management and direction, promoting efficiency. The results of civil judgment enforcement have been significantly improved, exceeding the targets of 5% of cases and 8% of the amount of money handled according to the Directive.
The number of pending cases has decreased sharply, with an average reduction of nearly 700 cases per year, reaching a rate of over 10%, exceeding the target assigned by the National Assembly. The responsibilities of all levels and sectors have been more clearly defined in management and direction, so coordination in civil judgment enforcement has been strengthened and effectively implemented, especially in the settlement of complaints and denunciations. In the past 5 years, relevant sectors have coordinated to resolve 274/282 complaints and denunciations, reaching a rate of 97%... Nghe An is also recognized as one of the few localities that have achieved and exceeded all 3 main targets for many consecutive years on cases, money and reduction of sentences transferred to the next period.

Although the annual execution results are high, the number of pending cases has decreased sharply, but the number of cases transferred to the next period is still high, especially in terms of money and property value subject to execution (as of May 31, 2015), there are still more than 5,000 cases and more than 370 billion VND); the execution efficiency for cases related to credit, banking, and social insurance is not high, the progress is still slow....

Speaking at the conference, Comrade Nguyen Thanh Thuy - Deputy Director General of the General Department of Civil Judgment Enforcement highly appreciated Nghe An's efforts in civil judgment enforcement. At the same time, he hoped that the province would continue to pay attention, direct and create favorable conditions for sectors, localities and civil judgment enforcement agencies to overcome shortcomings and limitations, and continue to achieve high and sustainable results in civil judgment enforcement.

Concluding the conference, Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee requested local Party committees and authorities to consider civil judgment enforcement as a political task contributing to ensuring security and order in the area; promote propaganda and dissemination of laws on civil judgment enforcement, administrative judgment enforcement, and bailiff institutions in a specialized and diverse manner; relevant sectors strengthen coordination to correct errors, eliminate violations associated with timely and lawful settlement of complaints and denunciations; thoroughly resolve complicated and prolonged complaints; strictly handle cases of deliberate procrastination and resistance; attach importance to training and fostering of cadres to improve the effectiveness of civil judgment enforcement, contributing to maintaining political security and social order and safety.
