Nam Linh Commune (Nam Dan): Developing the economy quickly and sustainably

(Baonghean) - Today, Nam Linh (Nam Dan) homeland has many remarkable changes in the appearance of the new countryside. Essential infrastructure such as commune offices, schools, and medical stations are neat and spacious; the material and spiritual life of the people has been improved; village roads and alleys have been expanded and landscaped...

During the past term, the team of commune cadres has been dynamic, united, highly unified, flexible in grasping and correctly applying the policies and resolutions of the superiors, daring to think and act to exploit the strengths of local land resources and mobilize resources from the people to develop the economy. In 5 years, the average annual economic growth rate was 8.5%, the economic structure shifted in the right direction... The total production value in 2015 is expected to reach 137,125 million VND, the average income per capita reached 22 million VND/year. From 2011 to present, the commune has mobilized 83 million VND from the fund for the poor, the poverty rate has decreased to 6.9% (an average decrease of 1.2%/year)...

In agricultural production, the commune has actively shifted the structure of crops and seasons, applied scientific and technical advances to intensive cultivation of hybrid rice, high-quality rice, and spring-season peanuts, reaching 50-60% annually. Up to now, 100% of agricultural land has achieved a production value of 50 million VND/ha/year or more, of which 50-60% of the area has achieved a value of 75 million VND/ha/year or more. The total output of food equivalent to rice in 2015 is estimated at 4,597.8 tons. In livestock development, the total herd of buffaloes and cows is 1,300, the total herd of pigs is 2,300, the poultry herd is nearly 70,000; the output of buffalo and cow meat is over 100 tons, the output of pork is 550 tons; the output of fish is 200 tons; the whole commune has 55 small and medium-sized farms....

The handicraft industry continues to develop well, focusing on advantageous industries such as: unburnt bricks and tiles, agricultural and forestry processing, carpentry, masonry, welding; the total production value of the handicraft industry in 2015 reached 50,723 million VND (average growth rate of 5 years is 16%). Regarding infrastructure construction, the total social construction investment capital reached 35,450 million VND, of which the people contributed nearly 60%; 8.5 km of hard roads were built; 1.2 km of concrete canals were repaired and upgraded; investment was made in the construction of commune offices; markets were planned and built; 3 new village cultural houses were built. In addition, some school and medical station projects continued to be invested in and upgraded. After more than 4 years of implementing the construction of the new rural area, people have donated 2,750m2 of residential land, contributed 22.89 hectares of production land, dismantled 65m of fences, contributed 4,100 working days, invested 7.3 billion VND in building rural traffic, intra-field traffic, cultural institutions, etc. Up to now, the commune has achieved 11/19 new rural criteria.

The cultural and social fields of the commune have also seen clear changes. The whole commune has 7 hamlets achieving the title of cultural hamlet. Cultural and sports institutions continue to be invested in, 13/13 hamlets have cultural houses, of which 9/13 hamlets have standard cultural houses. Education and training work, the scale and network of schools have developed according to plan, the quality of teaching has been improved with 2 schools reaching national standards level I. Socialization of education has been focused on, 13/13 hamlets have a scholarship fund, all clans have established a scholarship fund. Along with that, cultural, artistic, sports, health, population/family planning activities have made much progress, the material and spiritual life of all classes of people has been increasingly improved.

During the past term, the Commune Party Committee has well implemented the principle of democratic centralism in Party activities, enhanced the responsibility of leaders, strengthened inspection and supervision, and promptly resolved the opinions of Party members and people. Democracy has been promoted well, creating high consensus in the activities of the government and organizations. Many Party members have been exemplary, leading in the fields of economic development, security and order protection, environment, and well implementing local conventions. The political system has been consolidated and developed, leadership and management capacity has many positive changes, and the staff has matured in the new mechanism.

In the 2015 - 2020 term, the Party Committee of Nam Linh commune determined to continue to exploit potentials, promote internal strength and advantages for rapid and sustainable economic development; resolve social issues well, constantly improve people's lives; ensure national defense and security; build organizations in the political system strong, with increasingly high quality, the Party Committee achieves strong and exemplary strong; every year, 100% of Party cells complete their tasks well, of which 70 - 80% are clean and strong Party cells; 90% of Party members complete their tasks well; the government is strong; the Fatherland Front and mass organizations are classified as excellent in completing their tasks...

Specific economic targets: Average growth in the next 5 years from 9 - 10%; total production value by 2020 is estimated at 198,870 million VND; average income per capita reaches 40 - 45 million VND/year; increase land turnover to achieve a planting coefficient of 2 - 3 times; food output reaches a stable level of 5,970 tons; reduce the annual poverty rate from 2 - 3%. Regarding culture - society: strive for 3/3 schools to meet national standards; build communes to meet national standards on level II health....

With the spirit of innovation, creativity, and promoting democracy, the 27th Congress of the Party Committee of Nam Linh commune, term 2015 - 2020, is a high concentration of will, aspirations, internal strength, overcoming difficulties and challenges, and determination to develop the locality firmly, becoming a well-off commune of Nam Dan district.
