...Happy and excited to attend the 13th Provincial Police Party Congress, term 2015 - 2020, on behalf of the Provincial Party Standing Committee, I wish the Congress great success. With many outstanding achievements and feats in the past term, Nghe An Police Party has achieved the title of "Strong Party" and Nghe An Police was awarded the Excellent Emulation Flag by the Ministry of Public Security. Many collectives and individuals were awarded medals and many other noble awards. In particular, 1 collective and 1 individual were awarded the title of Hero of the People's Armed Forces...

I highly agree with the Political Report and the Review Report of the Executive Committee presented at the Congress, which pointed out the limitations and shortcomings... I suggest that you set out the tasks that we need to overcome in the coming term. Senior Lieutenant General Dang Van Hieu, member of the Party Central Committee, Permanent Deputy Minister of Public Security, has given you very specific instructions; here, I would like to give you some suggestions on some issues that the Party Committee needs to focus on directing appropriately in the coming time.

Currently, the world, regional and domestic situation continues to have unpredictable developments. Ethnic and religious conflicts, territorial disputes, terrorism... continue to occur. Security threats still exist, non-traditional crimes, high-tech crimes in the fields of finance, currency, telecommunications, environment... will continue to develop complicatedly. Domestically, reactionaries and political opportunists collude with hostile forces outside to sabotage our country's revolution. Nghe An is a key area for national defense and security work, an important strategic area, one of the key targets of sabotage by hostile forces. In that situation, along with the very specific solutions mentioned in the Political Report of the Party Committee and the direction of the Standing Deputy Minister of Public Security, I suggest that the Provincial Public Security Party Committee pay attention to the following contents:

Firstly, focus on doing well the task with the motto of loyalty, initiative, courage, and creativity, to protect the Party, protect the people, and protect the socialist Vietnamese Fatherland in all situations.

Second, focus on building a strong and comprehensive Party, so that the Provincial Police Party Committee is truly the core of comprehensive leadership of the Provincial Police force, always excellently completing all assigned tasks.

Third, I request that you strengthen coordination with localities, agencies, units in the area and people to build a solid people's security posture, proactively prevent, attack and suppress all types of crimes...

...In the Congress, there is a very important task which is personnel work. I suggest that comrades promote democracy and responsibility to elect to the Executive Committee comrades who are exemplary in qualities, abilities, and high responsibilities, so that the Executive Committee of the Provincial Police Party Committee is a collective, the core of leadership for the Provincial Police Party Committee to excellently complete its tasks.

In the past time, Nghe An province in general and Nghe An police in particular have received great attention from the leaders of the Ministry of Public Security. On this occasion, on behalf of the provincial leaders, I would like to sincerely thank the Central Party Committee of Public Security and the leaders of the Ministry of Public Security for their attention and support to Nghe An province. I hope that in the coming time, we will receive even more attention and support from the Central Party Committee of Public Security and the leaders of the Ministry of Public Security so that the police work in Nghe An province can achieve many great achievements, contributing greatly to the socio-economic development of the province, quickly achieving the goals of Resolution 26 of the Politburo, while maintaining peace for the people.
