Reporter:Could you please tell us about the outstanding results that the Party Committee and people of Tan Ky district have strived to achieve during the 2010 - 2015 term?

Comrade Nguyen Duy Thuy:Although facing many difficulties in the 2010 - 2015 term, the socio-economic situation of Tan Ky district still had quite good development, with an average annual growth rate of 9.1%, with 18/24 targets achieved and exceeded. Specifically:

The economic structure shifted in the right direction: the proportion of industry - construction was 25.4%, up 2.57%; services were 38%, up 3.43%; agriculture, forestry and fishery were 36.6%, down 6.05%; the average added value per capita reached 22.6 million VND, up 2 times compared to 2010. Budget revenue in the area reached 32,379 billion VND, up 15.6% per year on average.

Agricultural, forestry and fishery production has developed and achieved a good growth rate. The structure of the agricultural sector has shifted in the right direction. The income value per unit area reached 44 million VND/ha, an increase of 13.3 million VND/ha compared to the beginning of the term. Focusing on directing the shift in crop structure, applying scientific and technical advances to production, building effective projects and production models, the productivity and output of all crops have increased. The project to improve the quality of livestock has been well implemented, 47 farms and 474 concentrated livestock farms have been built effectively and with quality. The work of planting new trees, zoning, protecting and preventing forest fires has achieved good results.

The national target program on new rural construction has been focused on leadership and direction and has achieved important results. In 2014, Nghia Dong and Tan Phu communes were recognized by the province as meeting new rural standards. It is expected that in 2015, there will be 2 more communes meeting new rural standards, reaching 19%/plan 15 - 19%, the remaining communes each have an average of 10.38 criteria, an increase of 8.18 criteria compared to 2010.

The construction industry continues to grow and develop. Some production and processing facilities have increased capacity, improved equipment and modern technology: Increased capacity of sugar factory, invested in anti-pollution equipment; built an unburnt brick factory with a capacity of 40 million bricks/year; installed a high-tech tile blank production line with a capacity of 25,000 bricks/day; 2 unburnt tile production lines with a capacity of 1.2 million bricks/year; tunnel brick factory with a capacity of 40 million bricks/year; converted 13 manual brick production facilities to apply new technology. Built 197 km of new asphalt and concrete roads, bringing the total length of asphalt and concrete roads in the district to 444 km. Currently, construction of a number of major projects is continuing, such as: Road 15B Lat - Nghia Hop, road to the center of Tien Ky commune, Khe Than bridge, road from TNXP 4 - Song Con Company Limited to the center of Tan Hop commune, etc.

Services continue to develop rapidly, commercial infrastructure is invested in. Currently, the district's commercial development plan for the period 2011 - 2020 has been planned and implemented. Organize a review of the results of the implementation of the Project on Building a Network of Rural Markets; invest in the construction and put into use a number of markets. Make a detailed plan for the construction of town markets, plan for the development of services on both sides of Ho Chi Minh Road through the town, invest in the construction of Tan Ky Commercial Center.

Transport services continued to develop, with freight turnover increasing by 9%; passenger turnover increasing by 11%. In 2015, the Tan Ky - Vinh bus route was put into operation, better meeting the demand for freight and passenger transport in the area. The district currently has 5 credit institutions and credit finance branches.

Culture, society, science and technology and environmental protection have changed positively, the spiritual life of the people has been improved. The quality of education and training has been improved in both the quality of the key points and the quality of training. Health care has made much progress. Hunger eradication and poverty reduction have been given attention and social security has been well implemented. The poverty rate has decreased from 32%, expected to be below 10% in 2015.

National defense and security are ensured. The fight against social crimes and evils is strengthened, political security and social order and safety are ensured.

The work of building the Party and the political system has been focused on and achieved many good results. The quality of grassroots party organizations has been improved, the political system in the religious areas has been strengthened; the work of training, fostering, planning and standardizing the staff has been well implemented.

Reporter:Dear comrade! Besides the results achieved that create momentum for the next term, there are clearly still limitations and weaknesses that need to be overcome?

Comrade Nguyen Duy Thuy:Tan Ky Party Committee has reviewed and pointed out a number of limitations and weaknesses that need to be overcome as follows:

- Some targets were lower than the Congress Resolution, with 6 targets (5 socio-economic targets and 1 national defense and security target) not meeting the plan. The economic structure shifted slowly and did not attract many large enterprises to invest. The production value of the industrial sector was lower than planned and accounted for a low proportion in the economic structure.

- Management of natural resources and environment in some places is not really strict, land disputes still occur; land consolidation and plot exchange are still slow.

- There is still a conservative mindset, waiting and relying on others that is slowly being overcome among a number of cadres, party members and people. Some party committees in the process of implementing the Party's policies are still general, without much innovation or creativity.

Reporter:So what lessons has Tan Ky Party Committee drawn from the process of leading and directing the implementation of the Congress Resolution, comrade?

Comrade Nguyen Duy Thuy:Some lessons learned by Tan Ky Party Committee are as follows:

- Must strengthen the leadership of the Party, improve the effectiveness and efficiency of government management and administration; clearly assign and decentralize tasks to each organization and individual; promote the role and responsibility of leaders in agencies, organizations and units.

- Building solidarity and consensus within the Party and the entire political system; promoting the strength of great national solidarity; promoting democracy within the Party, strengthening self-criticism and criticism.

- Strengthen leadership and direction for people to promote internal strength, combined with the application of policies and mechanisms, and external resources to invest in socio-economic development.

- Ensure political security, social order and safety, effectively carry out the movement of the entire people to protect national security, build a peaceful environment for the activities of the political system, build people's lives and attract investment.

Comrade Nguyen Duy Thuy:Entering the implementation of the Resolution of the 20th Congress, term 2015 - 2020 in favorable conditions such as: a number of works and investment projects in the previous period have been effectively promoted; the economic - social infrastructure has been gradually completed; Tan Ky is located in the planning area of ​​the economic - social development center of Western Nghe An. Therefore, the development direction of Tan Ky is: Promoting economic restructuring, mobilizing maximum resources for investment and development. Prioritizing investment in the processing industry and production of construction materials to effectively exploit the potential of the district. Step by step building synchronous economic - social infrastructure, especially traffic infrastructure, irrigation and difficult economic areas. Focusing on improving the quality of human resources, paying attention to cultural and social development, protecting the environment. Maintaining political stability, firmly ensuring national defense, security and social order and safety.
