(Baonghean.vn) - On July 23, as part of its work program, the provincial inspection team, led by Mr. Cao Cu Tan, Chief Inspector of the Department of Internal Affairs, continued its surprise inspections at several communes in Thanh Chuong district to check compliance with Directive 17.

Overall, the implementation of Directive 17 of the Provincial Party Committee's Standing Committee in Thanh Chuong district has been systematic and highly effective, creating a shift in the awareness and actions of most officials and civil servants throughout the district. However, some shortcomings remain in some of the inspected grassroots organizations.

The detailed daily work schedule for July 2015 of Thanh Hung commune is clearly displayed at the "one-stop" service center, making it convenient for people to come and conduct business.

In Thanh Hung commune, at the time of the inspection (7:30 AM on July 23rd), many officials and civil servants were still not wearing their identification badges, and the "one-stop" service center was not yet open. Five officials and civil servants were absent without explanation: the chairpersons of various organizations such as the Fatherland Front, Women's Union, Farmers' Association, Veterans' Association, and the Military Commander. Several others were on extended leave (sick, maternity leave, schooling, etc.), but the Party Committee and People's Committee of the commune had no plan to assign replacements.

The assignment of specialized tasks to officials and civil servants is not yet complete and specific according to Circular 06/2012/TT-BNV and the specific situation in the locality. However, Thanh Hung has done well in creating a specific work schedule for each day of the month, and the "one-stop" service department is arranged reasonably, correctly, and conveniently for people to come and do business. In general, the implementation of Directive 17 of the Provincial Party Committee Standing Committee in Thanh Chuong district has been systematic and highly effective, creating a change in the awareness and actions of most officials and civil servants throughout the district. However, in some of the localities inspected by the delegation, some shortcomings still remain as mentioned.

The Chairman of the People's Committee of Thanh Tuong commune, Mr. Luu Van Hoa, is trying to explain to the working group the high number of absences of commune officials and civil servants.

Thanh Tuong commune, located adjacent to Dung town, has several shortcomings despite its strengths, such as the proper implementation of Directive 17. The infrastructure is completely inadequate (formerly a primary school), with many items in disrepair and damaged. The commune office completely lacks the national emblem and flag. Officials and civil servants do not wear identification badges during inspections. The "one-stop" service center lacks sufficient space and facilities to accommodate citizens. The complete set of administrative procedures and documents are not fully posted, and there is no document assigning civil servants to work at the "one-stop" center. Furthermore, the working regulations of the People's Committee of Thanh Tuong commune are not in accordance with the prescribed format and content. The People's Committee has also not issued a monthly work program, relying only on the annual program and the monthly work schedule of the commune Party Committee.

The headquarters of the Party Committee and People's Committee of Thanh Tuong commune do not display the national flag or the national emblem. Explaining this, Party Secretary Nguyen Trong Phu claimed that strong winds necessitated taking down the flag, while the Chairman of the People's Committee, Luu Van Hoa, said, "I just ordered the flag to be lowered."

During the working session with the commune leaders, the inspection team pointed out the shortcomings of Thanh Tuong commune. Comrade Luu Van Hoa, Chairman of the Commune People's Committee, also reported on the regular reminders to subordinate officials and civil servants regarding the strict implementation of Directive 17, and expressed his hope that the Thanh Chuong district leaders would soon come to inspect, clarify, and address the existing issues. However, the team suggested that if the commune leaders fail to self-manage, rectify, and strictly review the performance of their subordinate officials and civil servants, disciplinary measures and immediate review of the commune leaders are necessary.

At the headquarters of the Party Committee and People's Committee of Dung town (Thanh Chuong district), this is a public office that quite seriously implements the contents of discipline and work order in accordance with the spirit of Directive 17. However, there are still some shortcomings such as many officials and civil servants not wearing ID badges, some desks without nameplates, and the monthly work schedule not yet being issued...

Despite being a solemn and imposing building, the national flag is still absent from the headquarters of the Party Committee and People's Committee of Thanh Chuong town.

On behalf of the delegation, Comrade Cao Cự Tân commended the achievements made, while also highlighting some remaining issues and issuing a notice to the Chairman of the District People's Committee requesting an inspection and appropriate action against violations related to the five main areas mentioned in Directive 17. At the meeting, the inspection team also requested the district to review the construction standards of new public offices regarding the placement of the national emblem, the location for displaying the national flag and party flag, and to pay attention to codes of conduct, professional ethics in public service, and strict management of working hours. The team also reminded that some commune officials had not fully grasped the main spirit of Directive 17 (most still understood it generally as only mentioning the restriction of alcohol consumption). The results of implementing Directive 17 in some localities were still ineffective and largely reactive.

Comrade Cao Cự Tân, Chief Inspector of the Department of Internal Affairs and head of the working group, delivered a speech at the meeting with the People's Committee of Thanh Chương district.

Comrade Vo Van Hai, Chief of the Office of the People's Committee of Thanh Chuong District, informed the working group about the establishment of a logbook to monitor the working hours of officials and employees of the People's Committee of the district.

Responding to the delegation's feedback, Mr. Nguyen Huu Hien, Head of the Internal Affairs Department, and Mr. Vo Van Hai, Chief of the District People's Committee Office, agreed with the above contents and stated that they would report to the district leadership to continue taking appropriate measures to address existing issues and implement Directive 17 more effectively.
