Nghia Hieu commune (Nghia Dan district) has met all 19 criteria for New Rural Development.

(Baonghean.vn) -On the morning of July 10th, the Appraisal Council of the Nghe An Provincial People's Committee worked in Nghia Hieu commune to assess the results of the New Rural Development program in the area. Mr. Vi Luu Binh – Deputy Director of the Department of Agriculture and Rural Development, and Chief of the Office of the Provincial New Rural Development Coordination Board – chaired the meeting.Also attending were members of the Provincial New Rural Development Assessment Council and the Nghia Dan District New Rural Development Steering Committee.

Nghia Hieu commune, Nghia Dan district, is located 20 km west of the district center. Despite the geographical isolation of its hamlets (the commune has 8 hamlets), with the furthest hamlet being 6 km from the center, and starting from only 7 out of 19 criteria, the commune has successfully achieved its socio-economic goals thanks to government support. Annual growth rates exceed 9%, average per capita income is over 22 million VND/year, and the poverty rate is only 2.06%.

Thanks to its ability to mobilize and integrate funds from various sources, Nghia Hieu commune has raised a total of over 96 billion VND, of which the people contributed over 57 billion VND, to build new rural areas. To date, through self-assessment and evaluation by the district, the commune has met 19 out of 19 criteria and has requested higher authorities to inspect and recognize its achievement.

Speaking at the assessment meeting, representatives from the Nghia Dan District People's Committee and specialized departments highlighted the commune's outstanding efforts and achievements; they also reported and explained some criteria that the commune was still struggling with, the reasons for this, and the roadmap for completion. On the part of the provincial New Rural Development assessment council, members questioned the commune, requesting clarification on the roadmap and commitment to implementing several criteria, such as criterion 17 on the environment, especially regarding waste collection and treatment according to regulations, and the basic education criterion, but with the need for further investment in infrastructure and functional rooms.

Additional remarks and assessment by Comrade Nguyen Hong Tuan – Vice Chairman of the District People's Committee

Based on the commune's committed roadmap, and with the support and facilitation of the district, the Provincial Appraisal Council unanimously agreed to recognize Nghia Hieu commune as meeting the New Rural Area standards. They also requested the commune to promptly address and rectify any concerns raised by relevant departments and agencies, as well as the commune's current implementation, before submitting a report to the Provincial People's Committee for a final recognition decision.

Concluding the meeting, Mr. Vi Luu Binh, Deputy Director of the Department of Agriculture and Rural Development of the province, acknowledged and commended Nghia Hieu commune's efforts in building school infrastructure, health stations, and especially the rural road system. Besides these strengths, upon review, some criteria of Nghia Hieu commune were found to be less than satisfactory, such as infrastructure and environmental aspects, which still lack sustainability, and the need for a more accurate environmental plan…
