Will promote insurance policies via text messages

Organizing text messaging via telecommunications networks is one of the main contents of the Program for coordinating the dissemination of social insurance and health insurance policies between the Ministry of Information and Communications and the Vietnam Social Security. The signing ceremony of the Program for coordinating the dissemination of social insurance and health insurance policies between the Vietnam Social Security and the Ministry of Information and Communications for the period 2015 - 2020 took place on the afternoon of June 30, 2015, in Hanoi.

Attending the event were Minister of Information and Communications Nguyen Bac Son, Deputy Minister of Information and Communications Truong Minh Tuan, Deputy Minister of Finance - General Director of Vietnam Social Security Nguyen Thi Minh.

Speaking at the signing ceremony, Minister Nguyen Bac Son emphasized: "On November 22, 2012, the Politburo issued Resolution No. 21 on strengthening the Party's leadership over social insurance and health insurance for the 2012-2020 period. Social insurance and health insurance are two major policies of the Party and State, directly and practically related to people's lives, and are the main pillars of social security policy."

"As a multi-sectoral management ministry including press and publishing, radio frequencies, foreign information, grassroots information, national information transmission infrastructure..., the Ministry of Information and Communications always identifies press information as an important task in propaganda work. The signing of the Program by the Ministry of Information and Communications and Vietnam Social Security today aims to further concretize the strategic steps of the two units, successfully completing the goals set by the Politburo in Resolution 21.

After today's signing ceremony, the work of disseminating and popularizing social insurance and health insurance policies will develop to a new level. Vietnam Social Security will be more proactive in providing information to the State management agency on the press, to orientate full and timely information in the press, helping officials, Party members and people clearly see the role and significance of social insurance and health insurance in the social security system, the rights and obligations of people when participating in social insurance and health insurance, contributing to encouraging and persuading people to proactively participate in social insurance and health insurance," Minister Nguyen Bac Son shared.

Minister Nguyen Bac Son also requested that press agencies continue to contribute to promptly detecting and praising localities, units and enterprises that effectively implement social insurance and health insurance programs and policies, while detecting and criticizing wrongdoings and violations in the implementation of insurance policies, detecting in the spirit of developing social insurance policies, creating information channels for State management agencies on social insurance to have a basis to consider handling violations and promptly adjusting policies in accordance with the practical situation...

Regarding Vietnam Social Security, Deputy Minister of Finance - General Director Nguyen Thi Minh said: "The whole country currently has nearly 12 million people participating in social insurance, 65 million people participating in health insurance. Vietnam Social Security has signed a propaganda coordination program with 11 ministries and branches, actively promoting social insurance and health insurance propaganda at the grassroots level.

In the coming time, Vietnam Social Security will face very serious challenges to achieve the goal of having 50% of the workforce participate in social insurance by 2020 (currently only more than 20% participate), 30% of the workforce participate in unemployment insurance, and over 80% of the population participate in health insurance (currently about 72%).

Vietnam Social Security hopes to continue receiving support from ministries, branches, and the accompaniment of media agencies so that social insurance and health insurance policies reach all people."

According to the Program for coordinating the dissemination of social insurance and health insurance policies between the Vietnam Social Insurance and the Ministry of Information and Communications for the period 2015 - 2020, the two sides will coordinate to organize activities to disseminate the basic contents of the Law on Social Insurance, the Law on Health Insurance, the Party's policies and the State's laws on social insurance and health insurance. Specifically: Orienting the content of information on social insurance and health insurance in the press and on the grassroots information system; Organizing conferences, seminars and training for reporters, editors, and staff working in information at the grassroots level, especially staff from ethnic minorities, remote areas, border areas and islands; Organizing text messaging via telecommunications networks; Organizing the production and broadcasting of radio and television programs; Organizing the compilation, printing and distribution of propaganda publications...

The Social Insurance side is responsible for providing information, documents, and professional and technical support on Social Insurance and Health Insurance so that the Ministry of Information and Communications has a basis to implement the content of the Coordination Program.

The Ministry of Information and Communications will direct agencies and units under the Ministry to integrate the dissemination of social insurance and health insurance policies with the implementation of assigned tasks in national target programs, focusing on national target programs to bring information to mountainous areas, remote areas, border areas and islands...; Direct the Departments of Information and Communications to organize dissemination activities on social insurance and health insurance through mobile information teams, organize competitions, displays, exhibitions... in localities; Support Vietnam Social Security in training information and dissemination skills for information and dissemination staff in the social insurance sector...

Every December, the two sides will organize a review of the implementation results of the plan and propose solutions for the following years.
