(Baonghean) - During the 2010-2015 term, Nghia Dan district implemented numerous solutions to build, strengthen, and improve the quality of cadres at all levels of Party committees and government agencies in the area. As a result, both the quantity and quality of cadres have increased, meeting the increasingly high demands of the construction and development process.
Focus on training
Following the separation of Nghia Dan district to establish Thai Hoa town, the Standing Committee of the District Party Committee focused on directing and implementing proactive solutions to quickly stabilize the organization and personnel structure. They issued documents such as: Decisions assigning tasks to members of the District Party Committee and Standing Committee; amendments and additions to the working regulations of the District Party Committee, Standing Committee, and Executive Committee; regulations on personnel appointments; regulations on personnel management decentralization, etc.; and the organization and consolidation of the Party committee, government, Fatherland Front, and other mass organizations from the district to the grassroots level. Simultaneously, the training and improvement of personnel quality was seriously prioritized, as many key personnel were very young, taking on new positions for the first time, especially in management roles, and therefore lacked both skills and experience.

Annually, based on the planning of key cadres at the district and grassroots levels, the Nghia Dan District Party Committee directs relevant departments and agencies to develop plans and budgets for training and development within their respective units. Simultaneously, it assigns the District Political Training Center, in coordination with the District Party Committee's Organization Department, to compile and develop training and development plans for submission to the District Party Committee Standing Committee for approval. Many cadres who were sent for training in Hanoi, the province, and the district after the separation have now matured and are effectively fulfilling their roles in their respective positions.
Comrade Nguyen Van Hung, currently the Deputy Head of the District Party Committee's Organization Department, is a prime example. After the separation of the district, he was sent by the organization to attend advanced training. Subsequently, he was trusted and elected to the District Party Committee, holding the position of Deputy Head of the District Organization Department for the 2010-2015 term. In his capacity, he has always been proactive and flexible in grasping the situation, providing accurate, timely, and impartial advice in the areas assigned to him, and successfully completing the work of directing grassroots activities. With his growth and contributions to his work, he is a leading example in the patriotic emulation movement of Nghia Dan district during the 2010-2015 period. "The workload is relatively large, so it requires me to organize scientifically, with a spirit of effort and high responsibility to successfully carry out the tasks set by the organization," Comrade Hung shared.
In addition, to improve the quality of its staff, Nghia Dan district has organized recruitment examinations for commune-level civil servants. Simultaneously, it has sent staff to attend state management training courses and opened training courses based on ISO 9001-2008 standards for administrative procedures. The district has also opened training courses on management and leadership skills for commune chairmen, account holders, and accountants of various agencies… “Through the recruitment and training of staff, the work efficiency of officials and civil servants has improved. They have identified their job positions and mastered their work skills, so the quality of the administrative apparatus is constantly improving,” assessed Mr. Le Huy Hoa, Head of the Internal Affairs Department of Nghia Dan district.
Overall, during the 2010-2015 term, Nghia Dan district paid close attention to and seriously directed the recruitment, training, and development of cadres at all levels, ensuring quality. As a result, the district overcame initial difficulties, built an increasingly stable political system, and effectively led and directed the local political tasks.
Human resource development
The changes in personnel management in Nghia Dan during the 2010-2015 term have truly yielded positive results. This is because it has not only contributed to improving the effectiveness of leadership, guidance, and administration at all levels of local Party committees and government, but also created a high-quality pool of successor cadres. In Nghia Loc commune, a locality often described as having a large population and a large commune, the past term marked remarkable development in many areas. The growth rate for the entire term reached 8.9%. The poverty rate has decreased to only 8.5%. In particular, the National Target Program for building new rural areas has created a widespread movement among all segments of the population, so despite a low starting point, the commune has now achieved 9 out of 19 criteria.
This also serves as the foundation for the Nghia Loc Commune Party Committee to set the goal of basically completing the criteria for building new rural areas by 2020 in the spirit of: unity, democracy, innovation, and high determination. Discussing these results, Comrade Le Sy Hoang, Secretary of the Nghia Loc Commune Party Committee, said: “This is the effort of the entire Party Committee and the people. In particular, the quality of the cadre team plays a very important role. Throughout the past term, the commune has paid great attention to training, fostering, evaluating, and classifying cadres. Therefore, the Commune Party Committee Executive Board for the 2015-2020 term, which was recently elected, meets the requirements and quality standards set, creating confidence to achieve the goals in the next five years.” The Nghia Loc Commune Party Committee Executive Board for the 2015-2020 term consists of 15 members, with a renewal rate of 40%, and the professional and political qualifications of the members of the Party Committee have also been improved.
Statistics from the Nghia Dan District Party Committee's Organizing Committee show that grassroots-level congresses elected 465 Party committee members, including 333 re-elected members (71.6%) and 132 new members (28.4%). Women accounted for 20.2%, an increase of 3.4% compared to the previous term; those under 35 accounted for 23%, an increase of 5%; and ethnic minorities accounted for 22.2%, an increase of 1.2%. Regarding professional qualifications: Intermediate and college degrees accounted for 39%, a decrease of 4.6%; university degrees accounted for 48%, an increase of 12.6%; and postgraduate degrees accounted for 2.8%, an increase of 12.2%. Regarding political theory qualifications: Advanced and bachelor's degrees accounted for 6.7%, an increase of 2.4%; intermediate degrees accounted for 287 members, equivalent to 61.7%, an increase of 6.1%.
Discussing the effectiveness of personnel work in the district, Comrade Phan Tien Hai, Standing Deputy Secretary of the Nghia Dan District Party Committee, said: “Through the results of the congresses at 55 grassroots Party organizations under the Nghia Dan District Party Committee recently, the quality of the new Party committees has been significantly improved in both professional and political aspects, with a generally high percentage of votes. This shows that the training, development, and preparation of personnel resources are always given attention. This is also the foundation for the Party branches and subordinate Party committees to improve the quality and effectiveness of Party leadership in order to achieve and surpass the set goals, and to work together to complete the objectives of the Nghia Dan District Party Committee for the 2015-2020 term.”
