Preparing for the groundbreaking of Quynh Lap 1 Thermal Power Plant

(Baonghean) - Quynh Lap 1 Thermal Power Plant is invested and built by Vietnam National Coal and Mineral Industries Group (TKV) in Dong Hoi Industrial Park (Hoang Mai Town). In order for the project to be implemented on schedule, TKV Group and all levels and sectors of the province are actively preparing to start construction of the plant in early October.

Quynh Lap Power Center was approved by the Ministry of Industry and Trade for planning with a capacity of 2,400 MW and invested in 2 phases. In phase 1, TKV Group is the investor of Quynh Lap 1 Thermal Power Plant Project. Mr. Dang Thanh Hai, General Director of TKV Group said: "In this important project, the program of localization of equipment for a coal-fired thermal power plant with a capacity of 600 MW will be applied according to the direction of the Government. Accordingly, the EPC contractor joint venture led by Doosan Korea as the main coordinator, together with Vietnam Machinery Installation Corporation Lilama, Narime and domestic joint ventures, will design and manufacture equipment for both units with a capacity of 1,200 MW".

According to the plan, the Quynh Lap 1 Thermal Power Plant Project will be operational in 2020. Currently, Power Construction Consulting Joint Stock Company 1 is completing the project investment documents for the construction of the project. TKV Group has also worked with relevant levels and sectors on the construction of a coal port for the Quynh Lap 1 Thermal Power Project. To date, the project's environmental impact assessment report has been approved. Recently, TKV Group has re-surveyed the main factory site, the location of the office and staff housing area, the location of the water supply and power supply for the coal port. The land area for construction of factory items (not including items of the project management board housing area, staff housing area and the project using the plant's ash and slag) is 103 hectares. However, there are still some households building houses, other works and expanding the area of ​​aquaculture ponds... on the planned area. In particular, the burial of graves is currently being carried out by local people on the project's land area. This will make it very difficult for site clearance (GPMB). To ensure the progress of GPMB implementation for the project, it is recommended that relevant levels and sectors promptly carry out the determination of the current land use status, inventory, measurement, and compensation and GPMB plan for the factory.

Due to the unsynchronized development of the technical infrastructure in Dong Hoi Industrial Park, the implementation of the Quynh Lap 1 Thermal Power Plant Project has encountered many difficulties, such as the current lack of fresh water supply for the project (Hoang Thinh Dat Company is implementing a project to build a water plant with a capacity of 80,000 m3/day to supply Dong Hoi Industrial Park). TKV Group has invested in 2 housing areas for the Project Management Board and Housing for employees on an area of ​​6 hectares to serve the construction of the plant. Another issue that TKV is very concerned about is the construction of a breakwater for the coal and oil import port. According to the plan, the breakwater will be built in 2 phases in Dong Hoi port area. In phase 1, the dike area adjacent to the port of the Power Center is 1,600 m long, but up to now, there has been no investor to implement this project.

TKV Group plans to start construction of the factory before October 10, 2015, and has also conducted a survey and selected a location for the project groundbreaking ceremony. Together with TKV, relevant levels and sectors of the province are actively carrying out necessary tasks, promptly meeting the progress requirements of the investor. Mr. Phan Xuan Hoa, Deputy Head of the Management Board of the Southeast Economic Zone, said: "The investment incentive policies are implemented by the Management Board of the Economic Zone in accordance with regulations and create the most favorable conditions for the investor to implement the project. This is one of the large projects and requires fast progress. The Management Board of the Economic Zone has proactively coordinated with the investor to remove difficulties and obstacles during the implementation process". It is known that Hoang Mai Town is currently focusing on actively supporting compensation for site clearance within the scope of the project. However, as Mr. Nguyen Huu Tuy, Chairman of Hoang Mai Town People's Committee said: "Currently, the most difficult problem of the locality is the lack of funds to implement resettlement areas and 2 cemeteries (burial and burial), so timely support from relevant levels and sectors is needed."
