Building a strong political system

(Baonghean) - With the goal of strengthening and consolidating the political system, through many appropriate solutions and methods, during the past term, the grassroots political system in Tan Ky was improved, consolidated, and grew stronger.

Based on the current situation of the grassroots political system (PS) in some localities, there are still limitations and weaknesses; the content and methods of operation are still poor, confusion in activities and handling of issues arising from the grassroots; the staff, especially key staff, are slow to be improved and consolidated... The Standing Committee of Tan Ky District Party Committee has issued a policy to build a comprehensively strong PS, first of all from the grassroots with a new, specific and methodical approach. Accordingly, Ky Son commune was chosen by Tan Ky District Party Committee as a point of "Building a comprehensively strong political system".

In Ky Son commune, the District Party Committee and the Commune Party Committee determined that the consolidation of the grassroots political system must start with improving the quality of Party cell activities, affirming the leadership role of the Party cell, the political nucleus at the grassroots level and improving the quality of activities of mass organizations and associations... After a field survey to grasp the situation at the grassroots level, the Training Steering Committee used "self-compiled" documents in the spirit of "holding hands to guide", "supplementing where there are weaknesses"... After nearly 2 years of implementing "Building a comprehensive strong political system", positive results have been achieved: From a weak commune, after 2 years of implementing the project, all mass organizations in the political system in Ky Son commune have had innovations in the quality of their activities.

Mass organizations have a systematic program of activities, activities associated with the grassroots, associated with the goal of hunger eradication, poverty reduction and building a new cultural life, new rural areas. Since then, many effective models have emerged such as: raising white-winged ducks, commercial frogs, growing new apple varieties... Ky Son commune Party Committee has risen to achieve and maintain the title of Strong and Progressive Party Committee, the movements are at the top of the district. Comrade Le Ngoc Dinh - Chairman of the Commune Veterans Association said: "The biggest gain is that Ky Son commune is internally united, stable, has many innovations, the commune finds new ways of doing business in developing the agricultural economy, the people's trust in the Party and the government is raised".

After that success, in 2013, Tan Ky District Party Committee continued to consolidate the comprehensive strong political system in the town and a Party Committee of the administrative and public service agencies at Tan Ky High School. Although it is the central administrative unit of the district, the staff of Lat Town is weak in capacity, low in prestige, and even has disciplinary violations. The first breakthrough in personnel work was to force a number of unqualified staff to resign, and at the same time, increase the number of district-level staff to become Chairman of Lat Town People's Committee. On the other hand, through the survey, the town had difficulties such as unreasonable spending and use of the budget. The District Party Committee's Organizing Committee advised the District People's Committee to remove financial difficulties, thereby solving the problem of long-standing outstanding debts of this unit. At the same time, the town focuses on directing the task of urban environmental improvement such as establishing an urban environmental company, planting trees, planning and constructing cemeteries, improving inner-city traffic routes, etc. Party committees at all levels increase contact and dialogue activities with the people, focusing on promptly resolving urgent and outstanding issues from the grassroots level. Thanks to that, consensus is created among cadres, party members and the people.

From the above method, in 2014, along with mobilizing 37 sectors, units and agencies to register to help communes in the method of "compensating for the weak", Tan Ky chose to strengthen the political system in Tan Huong commune, a particularly difficult religious commune, following the motto of "higher concentration, higher priority" to effectively implement and deploy simultaneously in communes in the district. As a commune with a large number of Catholics, Tan Huong is a locality ranked "behind" in Tan Ky district in all aspects. In that situation, the Standing Committee of Tan Ky District Party Committee issued Plan 98 "Building and strengthening the political system of Tan Huong commune to be strong", in which, identifying the extremely important role of cadre work, the District Party Committee mobilized a district cadre to be the Chairman of Tan Huong commune, and at the same time reorganized 100% of the mass organizations.

The Commune Party Committee has directed the political organization to evaluate, supplement and replace cadres who do not meet the requirements of the task. At the same time, 12 cadres and party members were transferred to work in 6 weak and lacking party cells to increase the leadership and core in carrying out the political tasks of the cells. The sending of cadres to participate in activities in rural party cells has created a strong change, contributing to strengthening the grassroots political system in Tan Huong. Issues raised at the grassroots level that have not been thoroughly resolved for a long time, causing public outrage, such as land issues, social policies, etc., have been promptly resolved. The work of improving the quality of party cell activities, innovating the content and methods of activities has also been rectified, the role of the political core of the party cell and the sense of responsibility of party members have been enhanced.

If in the past, the political system in Tan Huong was weak, after the 3rd Party Congress of the commune, term 2015-2020, Tan Huong has "changed blood" in terms of cadres, is a unit with a young cadre structure ratio of over 60%, ensuring the ratio of women, 100% of whom meet the standards of qualifications and are highly trusted. Comrade Le Dinh Dung, Secretary of the Party Committee of Tan Huong commune, said: "Achieving such results is the timely leadership of the district, especially doing a good job of cadre work. All important issues in the area are discussed democratically, openly and transparently, from cadre work to promoting democratic rights, assigning planning targets, cadres all know, all discuss, there is a mechanism for inspection and supervision. That has created consensus and people's trust in the leadership of the Party and the management of the local government".

Comrade Bui Thanh Bao, Standing Deputy Secretary of Tan Ky District Party Committee, said: In the coming term, Tan Ky Party Committee will continue to replicate these models on a large scale with the motto "substantial, sustainable, comprehensive". At the same time, continue to improve the quality of cadre evaluation; do a good job of cadre planning to meet immediate and long-term requirements".

With innovation in thinking, in the work of organizing cadres and building the Party, the apparatus at all levels of Tan Ky has gradually affirmed the quality of its activities. From there, it has enhanced internal solidarity of the Party Committee from the district to the grassroots level in carrying out local political tasks.
