Member of Parliament: If a minister admits to shortcomings, they must rectify them.
"Now that the Minister has acknowledged responsibility and shortcomings, I hope that he will report on the results of corrective actions so that the policies and guidelines can be implemented effectively."

Speaking with a VOV.VN reporter on the sidelines of the National Assembly, Representative Truong Van Vo (Dong Nai) said he was very interested in the content related to the process of investing in technological innovation to enhance the competitiveness of domestic products, meeting the requirements of international economic integration, especially the ASEAN Economic Community which will be formed at the end of 2015.
According to the delegates, the decisive target, as stated in Resolution No. 10 of 2011 (the 2011-2015 five-year plan), is that industrial product innovation must reach 30% of the total industrial production value, and the level of investment in technological innovation must reach 13% each year.
"I questioned the Minister of Industry and Trade about this issue, but based on his response, I felt that the results of the implementation were not yet clear," the representative stated.

Accordingly, up to this point, the Ministry of Industry and Trade has only advised the Government to issue a Decision approving the overall industrial development plan until 2020, with a vision to 2030. This includes targets for investment in technological innovation and increasing the proportion of high-tech industrial products in the total value of industrial production. Currently, the process is still in the research phase, including projects from various sectors and businesses, to invest in and apply technology.
"I am very concerned about my responsibility as the head of the industry, how the Ministry of Industry and Trade advises the Government on technology in industrial production, as well as how it coordinates with other ministries and sectors to achieve the targets. Because achieving these targets well is a very important prerequisite for the next five-year plan period 2016-2020," the delegate said.
Representative Truong Van Vo also requested that the Minister report to the National Assembly and voters on breakthrough solutions, including policy mechanisms that need to be advised to the Government to issue in order to encourage and attract investment in technological innovation. He noted that the Minister's response did not clearly address this. This is a very important aspect of the country's economic restructuring process.
Regarding the question about the development of supporting industries, the representative stated that the Minister of Industry and Trade acknowledged shortcomings. This is a major policy of the Party, but over the past 10 years, the Ministry has not advised the Government to issue a Decree on policies to encourage the development of supporting industries.
"That's very regrettable. I also share the Minister's understanding when he accepts responsibility and acknowledges his shortcomings. But now that he has accepted responsibility and acknowledged his shortcomings, I hope that from now until the end of the year, the Minister of Industry and Trade will report to the National Assembly on how he will rectify the situation to ensure the implementation of the Party's policies, viewpoints, and resolutions in practice," Representative Truong Van Vo expressed.
The minister should answer the question directly.
Speaking directly and receiving answers from Minister of Industry and Trade Vu Huy Hoang in the Assembly Hall, delegate Nguyen Sy Cuong (Ninh Thuan) argued that the Minister had only clarified the previous phase, specifically how the electricity price issue was calculated.
"That's very clear, and we've maintained subsidized electricity prices for too long. Adjusting them requires a process," the representative stated.

According to the delegate, the long-term and crucial issue he hopes to receive an answer from the Minister is when the monopoly in the electricity business will be eliminated. “I don’t understand what the Minister meant by mentioning 2016 at the end of the sentence, so I will discuss it with the Minister. If the electricity monopoly can be eliminated by 2016, and electricity prices become competitive, benefiting the people, then that would be welcome news and not too far off,” the delegate said.
Regarding gasoline and diesel prices, Representative Nguyen Sy Cuong argued that the current management practices do not follow market principles but rather reflect the imposition of state control. The Minister also acknowledged this very clearly.
In his overall assessment of the responses to the questions, Representative Truong Minh Hoang (Ca Mau) praised the Minister's frank acceptance of responsibility and his courageous admission of shortcomings before voters and representatives. However, he noted that the way the answers were given was not concise and took up too much time.
"The questions raised were very broad and the delegates' questions were very focused, but I felt the Minister was being too argumentative. It would have been better if the Minister's answers had gone straight to the point," the delegate said.
