Nghe An is entering a "New Revolution" in economy.

Reporter: Dear Deputy Prime Minister, as someone who always cares about Nghe An - Uncle Ho's homeland, how do you evaluate the results achieved by Nghe An in the past term, especially after 2 years of implementing Resolution 26 of the Politburo on Nghe An?
Comrade Nguyen Xuan Phuc: Nghe An is the largest province in Vietnam, a miniature Vietnam, the homeland of the revolution, the homeland of President Ho Chi Minh, with a glorious historical tradition. Nghe An people are industrious, studious, responsible, affectionate and loyal. During the past term, Nghe An has united, unified, and grown strongly. In recent years, Nghe An has had a new momentum, new vitality. Internally, Nghe An is united, cadres and party members are of one mind, which has the power to spread to the people.
Nghe An has a good, comprehensive and dynamic development rate with important results. Not only maintaining the development movement, Nghe An has also raised its level in the fields of socio-economics, national defense - security and Party building. In particular, after 2 years of implementing Resolution 26 of the Politburo, the province has achieved encouraging results. The socio-economic field has achieved a fast growth rate, good growth quality; the economic structure and labor structure have shifted in the right direction; the infrastructure system has been built synchronously; the appearance of Vinh city and towns is increasingly complete.
Many good models in agricultural development, farms, household economy, application of science and technology in agriculture have appeared, operated effectively and been widely replicated. The province has initially built high-tech agricultural zones and ecological agriculture. Nghe An has shifted its economic structure in a progressive direction, especially in the Western region with positive changes. The poverty rate of the province has decreased rapidly, in the condition that over 1 million people in the Western mountainous region are ethnic minorities.ethnic minorities, this is a great effort of the province.

The province has also planned long-term major economic zones in the East, the South Thanh - North Nghe region... These zones have been invested in systematically and quickly attracted large investment projects, opening up new prospects for the province's economic development. In particular, important infrastructure projects are continuously being built and inaugurated, creating favorable conditions for Nghe An to have long-term development.
The cultural and social fields have achieved positive results. There are few provinces where 90% of high school graduates can enter universities, colleges, and vocational schools. This is the strength and long-term human resource for Nghe An to develop. In addition, Nghe An has also prepared well for human resources, strengthened administrative reforms, and created an open investment environment.
Nghe An has a large Western region, 3 times larger than Bac Kan province with over 1 million people in the mountainous area, but the province is on the right track, can be considered to be carrying out a revolution in building new rural areas and achieving many outstanding achievements. This is a right and sustainable step for Nghe An in the process of escaping poverty.
I assess that Nghe An has achieved important and comprehensive progress in the past term, especially after 2 years of implementing Resolution 26 of the Politburo. In general, in terms of education, health, culture, society, economy and trade, Nghe An has initially become a socio-economic center of the North Central region as set out.
Reporter: What is your opinion on the difficulties and challenges that Nghe An is facing in the current development process?
Comrade Nguyen Xuan Phuc:It can be seen that Nghe An is facing many difficulties and challenges in the development process.
Firstly, Nghe An’s direct challenge is the process of deep international integration. This is considered a whirlwind that has swept through, bringing with it many problems that Nghe An needs to solve. When our country participates in major trade agreements and forms the ASEAN community, state management, business development, human resource quality, and product output quality are not small challenges for Nghe An.

Second, the surplus rate of agricultural labor in Nghe An is very large, the restructuring of agricultural labor, rural mountainous areas is still slow, not meeting the requirements of industrialization. Meanwhile, the industrial urban area is still weak in attracting labor.
Third, economic differentiation and disparity between rural, urban, mountainous, delta areas and among ethnic groups are still high, the province needs to focus on solving this with drastic and specific solutions.
Fourth, environmental pollution occurring during the development of industry, services, and craft villages affecting people's lives as well as the significant impacts of climate change are major challenges for the province. Located in the central region, Nghe An often suffers from natural disasters, droughts, and floods, which significantly affect production and people's lives.
However, with the orientations, goals and programs that Nghe An sets out in the coming term, these challenges will certainly be overcome so that Nghe An can have new steps of development.
ReporterDear comrade, what should Nghe An do in the coming time to successfully implement the Resolution of the 18th Provincial Party Congress (term 2015 - 2020), as well as soon achieve the goals set out in Resolution 26 of the Politburo?
Comrade Nguyen Xuan Phuc: Resolution 26 of the Politburo sets the goal of making Nghe An a development center of the North Central region and basically an industrial province by 2020. Therefore, indicators such as health, education, per capita income as well as infrastructure indicators must also be set better.
In the new term, Nghe An has identified 5 breakthroughs, proposed 8 main groups of solutions, 10 specific programs for comprehensive development and identified 3 key economic regions to develop into growth poles. These are Vinh - Cua Lo town - Southeast districts associated with the Southern Nghe An and Northern Ha Tinh regions; Hoang Mai town - Quynh Luu associated with the Southern Thanh Hoa - Northern Nghe An regions; Tan Ky - Do Luong - Nghia Dan - Thai Hoa - Quy Hop associated with the Western Nghe An region...
I appreciate the above policies and solutions and hope that Nghe An will turn its comparative advantages into breakthroughs. Nghe An's "static" advantages are natural conditions, forests, seas, and abundant natural resources. In addition, the province needs to promote new advantages, other "dynamic" advantages such as an open investment and business environment, improve the leadership capacity of local officials to strongly attract investment sources, increase talent attraction, and turn difficulties into new opportunities for development.
I think that Nghe An is currently experiencing a “new revolution” in the economic field and the province must develop a major program to continue improving the investment environment; remove difficulties for production and business, support businesses, especially local start-ups and agricultural enterprises, because the number of strong local businesses is still small. In addition, the province also needs to reduce poverty sustainably, reduce multidimensional poverty, and replicate economic development models; develop the economy in conjunction with national defense and security, build a strong border, and consolidate a comprehensively strong political system.
In the coming time, Thanh Thuy Border Gate will be effectively exploited to expand the East-West economic corridor, strengthening the connection between Nghe An and Laos, Thailand and Myanmar. In addition, the province also needs to complete the transport infrastructure system in the regions to create solid steps for Nghe An to "take off".
With the current conditions and great determination, with the recent important achievements and with the solidarity and consensus of the entire Party, government and people, we believe that Nghe An will continue to make new strides, worthy of the homeland's tradition and the trust and love of the people of the whole country.
