Que Phong: 14/14 communes and towns publicize administrative procedures

(Baonghean.vn) – On October 21, implementing Decision 571/QD-UBND of the Provincial People's Committee on promulgating the plan for administrative procedure control activities in the province in 2015, the Interdisciplinary Inspection Team to inspect the administrative procedure control work of the province worked in Tien Phong and Dong Van communes and some branches of the Que Phong District People's Committee.

In 2014, the People's Committee of Que Phong district issued a directive to implement the unified and synchronous control of administrative procedures in the district. As a result, 14/14 communes and towns have implemented the public disclosure, with each unit posting an average of 55 administrative procedures. At the district level, more than 60 administrative procedures have been posted at the One-Stop Transaction Center; the district's electronic information page has also publicized administrative procedures under the jurisdiction of the District People's Committee.

In 2015, the People's Committee of Que Phong district also implemented a plan to review and simplify administrative procedures in 4 key groups: Civil status; land, natural resources and environment; regulations related to medical examination and treatment for people; regulations related to recruitment, rank upgrading, appointment and promotion of civil servants. However, the progress of the review is still slow.

Regarding receiving and handling administrative procedures, from the beginning of 2014 to the end of August 2015, Que Phong District People's Committee received 14,353 records. Of which, 13,202 records were processed on time, 104 were overdue, and 1,048 were being processed.

After inspecting the implementation of administrative procedures in Tien Phong and Dong Van communes and some branches of Que Phong District People's Committee, the provincial interdisciplinary working group worked with the leaders of Que Phong district.

According to the assessment of the Delegation, the system of focal officers controlling administrative procedures from the district to the commune level has been improved. The publicity of administrative procedures at the reception and result delivery departments of the district People's Committee and the commune People's Committee has been seriously implemented. The reception and settlement of administrative procedures for individuals and organizations by the reception and result delivery departments in the area has been directed by the district to meet the requirements of administrative reform in the area. The settlement of administrative procedures at the reception and result delivery departments is carried out in a manner that is guaranteed and in accordance with the provisions of law on the specialized sector and the requirements of administrative procedure reform.

However, there are still some issues that need attention in the control of administrative procedures in the district, such as the public disclosure of administrative procedures at the place of receiving and handling administrative procedures of the People's Committee at the commune level has not been implemented in accordance with regulations, some areas of public disclosure are not complete, there are no application forms, attached declaration forms, the public disclosure of regulations on fees and charges is not complete or not in accordance with regulations (applying documents that have expired);...

Acknowledging the achievements of Que Phong in the work of controlling administrative procedures, the working delegation suggested that in the coming time, the district should continue to publicly post according to regulations, resolve administrative procedures according to regulations; strengthen internal inspection and control; and pay attention to supporting funding for administrative procedure control activities.
