(Baonghean.vn) - On the afternoon of July 15, the working delegation of the Steering Committee of Project 258 led by Major General Do Kim Tuyen - Deputy Director General of the General Department of Crime Prevention Police (Ministry of Public Security) had a working session with the People's Committee of Nghe An province on the implementation of the Project to innovate and improve the effectiveness of judicial appraisal activities..

Working with the delegation, on the side of Nghe An province, there was comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Project 258, representatives of relevant departments, branches and sectors.

To effectively implement Project 258, Nghe An Provincial People's Committee has issued a decision to establish a Steering Committee consisting of 18 members who are leaders of provincial departments, branches and sectors. In general, the implementation of Project 258, the Law on Judicial Expertise and related guiding documents have been implemented promptly and seriously, so judicial expertise work has gradually become routine. The work of propagating, disseminating and educating the law, and fostering professional knowledge and skills for the team of judicial experts has been effectively implemented. Currently, in the province, there are 03 public judicial appraisal organizations and 07 judicial appraisal organizations by case, the judicial appraisal team has developed in both quantity and quality, especially in the fields of forensics, criminal techniques, finance - accounting. The whole province currently has 119 appointed judicial appraisers, the number of judicial appraisers by case is 24 people.

Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee hopes that the Central Steering Committee of Project 258 will pay attention to and support the locality in removing difficulties related to the team of appraisers, forensic doctors, legal corridors, policies and regimes serving judicial appraisal work... so that Project 258 can be effectively implemented.

The inspection of the organization and operation of judicial expertise has been paid attention to by the Steering Committee of Project 258 at the provincial level, ensuring the correct time, progress and content according to the plan. The conclusions of the appraisal basically meet the requirements of the agencies conducting the proceedings. Judicial supervision activities have made an important contribution to the fight against crime, avoiding wrongful convictions, protecting the rights and legitimate interests of defendants, victims, and litigants in criminal, civil and administrative cases.

In addition to the achieved results, in the process of implementing the Project, there have been certain difficulties and obstacles such as: up to now, in Nghe An province, there is still no registered forensic appraisal office; the foreign language proficiency of the forensic appraisal team is still limited, updating scientific and technological information from advanced countries is difficult; there is a lack of appraisers with rich practical experience and professional capacity in districts, cities and towns. Currently, in the province, there are 4 localities without forensic appraisers (Vinh City, Hoang Mai, Thai Hoa, Dien Chau); the quality of forensic autopsy appraisal is not high, the appraisal of drug content is still lacking; the appraisal conclusions in some cases are not accurate, not in accordance with the content of the appraisal request, so it is necessary to request arguments to clarify, return additional files or request re-appraisal, the time for concluding the appraisal is slow, affecting the progress of case settlement. Facilities and equipment serving forensic appraisal work have received attention and investment but have not met requirements, lacking some essential means to serve appraisal requirements...

In the coming time, the Major General suggested that the province focus on directing the good performance of relations and coordination between relevant departments and branches to solve practical problems; pay attention to specific policies to attract human resources; organize training and foster legal knowledge, expertise and skills for appraisers; conduct a summary of 5 years of implementing Project 258 and proactively propose and recommend to ministries and branches on related mechanisms and policies to continue to effectively organize the implementation of the Project./.
