The Ministry of Construction has just issued a report on the construction materials market in September 2015. Accordingly, consumption continues to increase, prices are stable. The construction materials market has developed again, leading to the development of many other markets, especially the real estate market.

Total cement consumption in the first 9 months of 2015 reached about 52.11 million tons, equal to 108% compared to the same period in 2014 and reaching 71.4% of the yearly plan (the yearly plan reached 70-72 million tons).

The amount of cement and clinker exported in the first 9 months of 2015 is estimated at 11.85 million tons, equal to 76% compared to the same period in 2014.

It is expected that the total cement consumption output in 2015 will be about 72-74 million tons; the amount of cement and clinker exported in 2015 is expected to be about 19-20 million tons.

Regarding unburnt materials, according to the forecast, the demand for construction materials in our country in 2015-2020 is 24 and 33 billion standard bricks (QTC) respectively. To produce 1 billion burnt clay bricks, we must consume 1.5 million m3 of clay (equivalent to 75 hectares of land mined at a depth of 2m), 150 thousand tons of coal and emit 0.57 million tons of CO2 into the environment.

According to the forecast of the Ministry of Construction, by 2020, each year we will have to consume 50 million m3 of clay (equivalent to 2,500 hectares of land mined at a depth of 2m), 5 million tons of coal and emit 19 million tons of CO2 into the environment, causing environmental pollution and the greenhouse effect, affecting the area of cultivated land.

According to the Power Plan 7, the development of thermal power plants by 2020 will discharge about 30-40 million tons of ash and slag each year, causing environmental pollution. The development of the production of unburnt building materials (VLXKN) by gradually using these waste sources as raw materials will reduce environmental pollution, create green products, and build green buildings.

On the other hand, the use of unburnt construction materials in the world has existed for a long time with a very high usage rate. Some countries in the region such as Thailand and Malaysia have a usage rate of unburnt construction materials up to 70-80%, while Vietnam uses fired materials at a very high rate (accounting for 90-95% in the years before 2010). Therefore, the Ministry of Construction has developed a program to develop unburnt construction materials until 2020, which has been approved by the Prime Minister in Decision No. 567 dated April 28, 2010 (Program 567 and Decision 567).

Evaluating the results of implementing the 567 program and Decision 567, after 5 years, the Ministry of Construction stated: Only counting the 3 main product types, namely cement-aggregate bricks, autoclaved aerated concrete bricks and foam concrete bricks, the Program has achieved and exceeded the set targets in both design capacity and types.

After 5 years of implementing the Program, the total design capacity of the 3 main products by 2014 reached about 6.5 billion QTC bricks/year, production reached 5.4 billion bricks, accounting for about 25% of the total construction material output in 2014 estimated at 22 billion bricks.

The total value of investment by enterprises up to the end of 2014 was about 6,100 billion VND, of which the investment value in producing lightweight construction materials (autoclaved aerated concrete and foam concrete) was nearly 1,200 billion VND.

Most localities have recognized the purpose and significance of Program 567, so they have had solutions to effectively implement Program 567 such as: organizing dissemination conferences; issuing directives; building roadmaps; plans for developing construction materials and limiting the production and use of fired clay bricks./.
