Keng Du is a border commune, a remote area with 25 km of border with Laos. The whole commune has 12 villages, the average distance between villages is 7 - 8 km, traffic is very difficult. Therefore, in Keng Du commune, there are 11 preschools/12 villages. Implementing the project to universalize preschool education for 5-year-old children, from support sources from the Central, the province and the district through support for teaching and playing materials for children; support for learning costs, lunch costs for children, ..., the rate of mobilizing children to go to class is increasing. The whole school has 17 classes, with the rate of mobilizing children aged 3 - 4 - 5 reaching 91.1%. Although the commune has been recognized as universalizing education for 5-year-old children, the facilities are still not enough for teaching and learning. Out of a total of 17 classes, there are currently 8 temporary classrooms; There are 6 combined classes for 3, 4 and 5 year olds. Teaching and playing equipment for children is very scarce, especially in remote locations where there are almost none.

Similarly, Dooc May Kindergarten is also a border commune. More than half of the households in the commune are poor and near-poor. Meanwhile, there are almost no sources of support for preschool facilities. There are 6 classrooms for 5-year-old children, but 3 are temporary; there are no kitchens, clean water, and sanitation facilities, and there is no green - clean - beautiful school. Regarding teaching equipment, only 4/6 classes have the minimum set of teaching equipment. Because of these conditions, Dooc May commune has not been recognized as universalizing preschool education for 5-year-old children.

On the basis of sharing the difficulties of localities and schools, the working delegation of the Provincial People's Council also requested local authorities to pay special attention to prioritizing investment in schools during the implementation of investment programs and projects in the area, to ensure sustainable standards for communes that have achieved universal recognition and strive to achieve universal standards for communes that have not been recognized.
