(Baonghean.vn) - On the morning of August 24, the Standing Committee of the Provincial People's Council had a meeting with the Department of Labor, War Invalids and Social Affairs to resolve a number of voters' recommendations on the implementation of policies for people with meritorious services and the poor and near-poor.

At the meeting, the representative of the Department of Labor, War Invalids and Social Affairs acknowledged that voters' reflections on the slow implementation of policies and regimes for former Youth Volunteers, especially the one-time subsidy of 2.5 million VND for former Youth Volunteers, but so far some people have only received 1 million VND, are completely correct.
The reason is that Joint Circular No. 08/2012/TTLT - BLDTBXH - BNV - BTC does not provide specific guidance on the conditions, procedures, and records, and the time of participation in the youth volunteer movement as a basis for resolving the regime for former Youth Volunteers, so the process of establishing records is confusing. Records from districts, cities, and towns sent to the province for appraisal do not follow the instructions and forms correctly, and lack procedures according to regulations, so they have to be sent back and forth for supplementation many times. Some former Youth Volunteers were newly assigned unit names by the Provincial People's Committee in 2013 and 2014, so they have to continue to supplement their records. Propaganda and guidance work for Youth Volunteers in wards, communes, and towns is not complete and timely, slowing down the process of establishing records.

Regarding the voters' petition regarding the subjects who died while on duty at the Hiep Hoa - Do Luong culvert project, according to the Department of Labor, War Invalids and Social Affairs, based on regulations, those who died while on duty at the Hiep Hoa culvert project are not eligible for recognition as martyrs. However, according to the Department's viewpoint, the families of the deceased are currently receiving a regular allowance of 360,000 VND/month, which is low; therefore, it is recommended that the Provincial People's Council and People's Committee study and consider increasing the regular allowance for these families.
Also at the meeting, representatives of the Department of Labor, War Invalids and Social Affairs clarified a number of voters' recommendations on vocational training in the locality, providing knowledge, creating conditions for poor households to escape poverty; paying attention to having many policies to support near-poor people.

Speaking at the meeting, Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, emphasized: Implementing policies for people with meritorious services and poor and near-poor households is a sensitive area, so the Department of Labor, Invalids and Social Affairs is requested to uphold the sense of responsibility to promptly and properly resolve the issues for people with meritorious services. The resolution of policies for former Youth Volunteers involves many levels and sectors, including the commune, district, provincial levels and the Provincial Fatherland Front, the Department of Home Affairs, the Department of Labor, Invalids and Social Affairs, and the Provincial Youth Union. Therefore, with the responsibility of the sector, it is necessary to clearly check the responsibilities of the sectors, determine the roadmap and specific tasks; urge the establishment and approval of records to ensure speed and accuracy so that the subjects can soon enjoy the policies. In the process of implementation, if there are any problems, promptly propose to the Central Government for timely guidance and adjustment, to avoid the situation where subjects have to supplement and supplement many times during the process of making documents, causing frustration for the subjects.
