During the 2010-2015 term, Party committees from the provincial to grassroots levels have focused on training, fostering, planning and rotating cadres, contributing to improving the quality of the contingent, enhancing the leadership capacity and fighting strength of the Party organization.
Efficiency from rotation
Chau Nga is a particularly difficult commune of Quy Chau district, with slow socio-economic development, poor and inadequate quality of grassroots cadres; some commune cadres have not yet achieved professional qualifications and still rely heavily on the mentality of "going with the flow". Faced with this situation, in February 2014, Quy Chau district decided to transfer comrade Nguyen Xuan Hoa, member of the district Party Committee, Secretary of the District Youth Union to take on the position of Chairman of the Chau Nga commune People's Committee.

Overcoming difficulties in accessing the new area and work, comrade Nguyen Van Hoa and the collective supplemented and adjusted the working regulations of the Party Committee and People's Committee of the commune, while strengthening the management of cadres and party members according to the Party's regulations and Charter. Through that, the working style, manners and manners of the cadres and civil servants of the commune were rectified, which was recognized by the people. Along with that, the organization reorganized and consolidated a number of titles and positions in the commune; associated with reviewing and re-evaluating the working capacity of the team of Party cell secretaries, village chiefs, and heads of mass organizations, and replacing cadres in positions that did not meet the requirements of the task. The political system was consolidated, from which the commune focused on solving a number of pressing issues such as building an irrigation system to ensure irrigation water to all rice production areas in the area; building a primary school that meets national standards; build new and repair, ensure 6/6 villages have community cultural houses. With his relationships and prestige, comrade Hoa has mobilized some support sources from groups and individuals to build 5 new houses and repair 3 houses for poor households... Sharing after a year and a half in his new position, comrade Hoa said: "Through practice, I have gradually matured, especially gaining more knowledge in management work. My working style and methods have also changed, I am more attached and closer to the people, understanding and sharing the difficulties of the people and the grassroots through specific actions".
Comrade Nguyen Xuan Hoa is one of 7 district-level cadres who were transferred to the grassroots level, creating new features and important breakthroughs in management, operation, and changing working style and manners. Comrade Lang Van Xuan, Head of the Organization Board of Quy Chau District Party Committee, said: Based on clearly identifying the purpose of the transfer, the district conducts an assessment of the capacity and professional qualifications of cadres to develop a transfer plan suitable to the professional conditions, ability to undertake work, and family circumstances of each cadre; especially the transfer of cadres that the grassroots level really needs. The process of transferring cadres is carried out openly and democratically, consulting the opinions of organizations and individuals who need to be transferred, then the collective Standing Committee of the District Party Committee decides. In the 2010-2015 term, Quy Chau also transferred 1 comrade from the grassroots level to the district; transferred 4 key comrades from one commune to another; Internal rotation between departments, offices, and district-level units of 20 comrades. Internally, the health and education sectors also rotated management staff and teachers, contributing to improving the quality and effectiveness of education; increased the number of doctors in communes, especially in remote areas, contributing to the effective implementation of people's health care.

In Do Luong district, the rotation of cadres is associated with planning, assessment and comments that are close to the actual situation of the team and the requirements of each locality and unit. Accordingly, in the past 5 years, the district has carried out horizontal rotation and internal rotation within commune clusters for 74 commune-level professional civil servants. The district also carried out internal rotation between agencies: District Party Committee, People's Committee, Fatherland Front Committee and district-level organizations with a total of 27 people, focusing on arranging cadres who have held the position of head or deputy head for 5 years or more, combining horizontal rotation and rotation according to training address. The rotation of district cadres to assume key positions in communes and towns (subjects of the district leadership planning) includes 7 comrades, including Hong Son and My Son communes, which were rotated as both Party Secretary and Chairman of the Commune People's Committee at the same time. Transfer 6 key grassroots leaders and professional civil servants to work at district-level agencies. Notably, Do Luong has horizontally transferred 6 key officials in this commune to take up equivalent positions in other communes, including 2 Party Committee Secretaries; 2 Deputy Party Secretaries; 2 Deputy Party Committee Secretaries and Commune People's Committee Chairmen.
Comrade Nguyen Quoc Thuy, from the Party Committee Secretary of Da Son commune, was transferred to the position of Party Committee Secretary of Luu Son commune since April 2014. The work is not new, but with the new environment, different socio-economic conditions... Comrade Thuy has overcome difficulties, closely followed the area, closely followed the work, grasped the methods and working style of the local cadres to both adapt and adjust appropriately. The important thing and the long-term effect is that it has created a closer, more unified and consensual working relationship between departments, divisions and units. At the same time, it has built a two-way relationship between the Party Committee of the commune and the Party cells through monthly meetings so that the Party Committee can inform and convey the policies of the Party Committee to the grassroots level, thereby, the grassroots level also reflects the issues that are being raised for the Party Committee to promptly resolve. Comrade Nguyen Quoc Thuy said: "Being transferred, besides learning new things locally, I also have to try hard and innovate to assert myself, because after all, in the old unit, I am surrounded by my relatives, so I feel more or less secure and satisfied."
Comrade Truong Hong Phuc, Secretary of the Do Luong District Party Committee, said: Rotating cadres is a correct and very necessary policy. If done impartially, objectively, and knowing how to care for and closely help the rotated cadres, the rotation, regardless of the type, will have positive impacts and practical effects. The practice of rotating cadres in Do Luong in recent times shows that most of the rotated cadres have quickly adapted to new working conditions and environments; promoted their roles and responsibilities, and gained the trust of cadres and people. The rotated and reassigned cadres have all matured, accumulated a lot of practical experience, have more comprehensive viewpoints, perspectives, and methods of leadership and direction; overcome the local and closed situation, and better implemented the work of evaluating, planning, training, fostering, using cadres and implementing cadre policies.
According to statistics of the Provincial Party Committee's Organizing Committee, in the 2010-2015 term, implementing Resolution 11-NQ/TU of the Politburo; Resolution 14-NQ/TU of the Provincial Party Committee on rotation of leaders and managers, Party committees at all levels had 68 cadres under the management of the Provincial Party Committee transferred from the province to the district (28 cadres), from the district and equivalent to the province (24 cadres), from one sector to another (16 cadres). The provincial departments, branches and sectors also transferred 376 people from internal units, from departments, branches and sectors to the grassroots and from one sector to another, from one district to another. The district, city and town block transferred 707 people, of which 413 people were transferred internally at the district level; 102 cadres were transferred from district to commune, 79 cadres from commune to district and 10 cadres from commune to commune. Although the number of cadres transferred was large, thanks to following the correct procedures and regulations, especially overcoming the limitations and shortcomings in cadre work through self-criticism in the spirit of the 4th Central Committee, it created high consensus within the Party and the political system; solidarity and democracy within the Party were promoted, contributing to promoting the overall development of the province.
Innovation in staff training
Along with the rotation work to train and foster cadres, the Party committees at all levels in the province have also focused on training and fostering cadres. Based on the fact that there are still shortcomings in leadership and direction, especially in directing economic development, Yen Khe commune, Con Cuong district, in the 2010-2015 term, has focused on training and fostering cadres in the planning area. Specifically, the whole commune has 8 cadres who have studied and completed university programs, including 6 agricultural universities and 2 law universities; 4 cadres who have studied administrative intermediate courses; 8 political intermediate courses. Comrade Vi Van Dau, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Yen Khe commune, shared: Up to now, 100% of the team of specialized cadres and commune-level civil servants have university degrees in their respective fields of work. The most obvious effect is that after graduation, the agricultural officers have focused on directing methodical production and the productivity and efficiency of some crops have been improved. Typically, for orange trees, in the previous term, the whole commune only had 12 hectares, but in this term, thanks to the correct application of technical procedures for planting and caring, the whole commune has 93 hectares of oranges, of which 25 hectares are for business (expected to have 40 hectares in 2016), with a net profit of 300 million VND/ha/year. Along with orange trees, tea trees in Yen Khe are also being invested in more intensive cultivation, contributing to increasing productivity from 80 - 120 quintals/ha to 180 quintals/ha... Comrade Vi Van Dau also added that, while in the past, training sessions on transferring science and technology on planting and raising animals were all invited by district officials, now the commune agricultural officers are proactively scheduling training sessions.
At the same time, the communes of Bong Khe, Mau Duc, Chau Khe, Lang Khe... also pay great attention to the work of training and fostering cadres. Comrade Nguyen Van Chat, Head of the Organization Board of Con Cuong District Party Committee, said: Based on the review of the current situation of cadres and civil servants, Party committees at all levels have developed a cadre plan, linked with the plan for training and fostering cadres for the entire 2010-2015 term and each year. At the same time, the Standing Committee of the District Party Committee has also directed relevant departments and branches to organize training courses for cadres, party members and Party committees, Party cells under Party committees in ethnic minority areas; maintain and coordinate with Vinh University and the Provincial Political School to gradually standardize the cadre team, especially cadres at grassroots levels in ethnic minority areas. Thanks to that, the quality of cadres and civil servants at the commune level has been improved, the rate of meeting the standards according to regulations of commune-level cadres and civil servants is 100%. Of which, 157/311 cadres have university degrees or higher; 153/311 cadres have intermediate political qualifications. Through training, the cadres' working capacity and working style have changed in a positive direction, performing tasks more effectively, while creating a source of successor cadres, meeting the requirements of cadre planning and cadre promotion.
During the 2010 - 2015 term, closely following Resolution No. 08/NQ-TU, dated March 15, 2012 of the Provincial Party Committee "On developing and improving the quality of human resources, period 2011 - 2020"; Project "Training and fostering leaders and managers of Nghe An province, period 2012 - 2020" of the Provincial Party Committee Standing Committee; Regulation No. 4288/QD-TU, dated July 8, 2013 "On the regime of training and updating knowledge for leaders and managers of Nghe An province", Party committees at all levels have concretized them into resolutions and projects at their level to focus on leadership and direction to improve the quality of cadres. Accordingly, the work of training and fostering cadres is focused on by Party committees at all levels in terms of both quantity and quality. From 2011 to present, the whole province has 9 cadres trained with doctoral qualifications; 293 cadres trained with master's degrees; 5,666 cadres trained with university degrees; 2,765 cadres trained with college and intermediate degrees. The province has also sent 1,217 cadres to attend advanced political training; 6,591 cadres to attend intermediate political training. The whole province has also opened 180 classes with 23,090 cadres and civil servants participating in training and nearly 300 cadres participating in training and training courses opened by the Central Government and studying abroad. Thanks to that, the professional and political qualifications of cadres at all levels from the province to the grassroots have been significantly improved. The quality of the political system has changed in a positive direction; internal solidarity has been consolidated; grassroots democracy has been taken care of; administrative reform and the working style of cadres have made much progress.
Cadre work is a key step in Party building work, a decisive factor in the success of leadership and direction in implementing political tasks at each level, each sector and locality. Building a clean and strong Party organization, cadres and Party members is an important fulcrum to improve the quality of the political system at all levels from the provincial to the grassroots level, ensuring the improvement of efficiency and effectiveness of operations, contributing to improving the leadership capacity and fighting strength of the Party organization, maintaining the role of the comprehensive leadership nucleus. In particular, to effectively implement Resolution 26 of the Politburo on Nghe An, build Nghe An into the center of the North Central region and implement the resolutions of Party congresses at all levels for the 2015-2020 term, it requires a breakthrough, in which organizational and cadre work plays a very important role. Therefore, personnel work needs to continue to be promoted and innovated, in which training, fostering, planning and rotation of cadres should be emphasized, contributing to improving the quality of cadres, enhancing the leadership capacity and fighting strength of the Party organization; actively contributing to the socio-economic development in the province.
