Removing difficulties for the Tay Bac General Hospital project

(Baonghean.vn) - On the afternoon of September 17, at Thai Hoa Town, Comrade Dinh Thi Le Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the Tay Bac General Hospital project to listen and give opinions on removing difficulties and obstacles, speeding up progress, and putting the project into operation soon.

Overview of the working session

Tay Bac General Hospital is a key project in the province's Western development strategy for the period 2010-2020. The project was invested according to Decision 2402/QD-UBND-CN dated June 20, 2008 with a scale of 250 beds and a total investment of more than 268.7 billion VND from government bonds; state budget and other legal capital sources. According to the plan, the project will be put into use in 2015. However, up to this point, the project is still unfinished, basically only completed the rough construction, and is in the process of installing electricity and water systems. In particular, the waste and wastewater treatment system currently has no capital source to implement.

At the meeting, the investor, Tay Bac General Hospital, and the contractor, Company 36 - Ministry of National Defense, explained the reason why the project was much behind schedule, because the project had to adjust capital sources, change the design, and the disbursement speed was slow, the contractor could not take the initiative in capital sources, so the construction was interrupted. The investor and contractor requested the province and departments and branches to pay attention to the project, prioritize capital investment to speed up the construction progress, purchase equipment, put the hospital into use as soon as possible, solve the current cramped, degraded and overloaded situation of the hospital, meet the requirements of examination and treatment for more than 400,000 people in the Northwest region of Nghe An province and a part of the population of Thanh Hoa province.

Concluding the meeting, Comrade Dinh Thi Le Thanh requested the investor and Company 36 - Ministry of National Defense to prepare a design adjustment dossier and submit it to the Provincial People's Committee before September 22, 2015. Regarding the contractor, the Vice Chairman of the Provincial People's Committee requested the unit to overcome difficulties, uphold the sense of responsibility, promote capacity to promptly complete the items, ensuring progress. The investor needs to strengthen the supervision of the project, have a plan to remove difficulties or propose to the superiors to resolve. The relevant departments and branches create favorable conditions for the investor and contractor to quickly resolve issues under their authority to strive to put the hospital into operation in the second quarter of 2016 at the latest.
