Dmitry Peskov, spokesman for the Kremlin, suggested that the attack was related to the local elections in Russia held on September 13th to elect new local leaders and members of local legislative assemblies.
Responding to reporters, Peskov specifically stated that the election commission's website was the one that had been hacked.
"Everyone needs to know that between 5 and 10 a.m. on Sunday, September 13th, a strong attack took place simultaneously with the election, targeting the President's website... The defense system handled it, but it wasn't easy because the attack was quite powerful," Peskov said.
Currently, Russia does not know who is behind this cyberattack.
Russia is known for its clandestine cybercriminals, and the US frequently accuses Russia, and also China, of cyberattacks.
