(Baonghean) - Immediately after the success of the August Revolution in 1945, on September 10, 1945, the Vietnamese Tax Department was established and became an important tool of the Party and State to successfully carry out the tasks of the revolution in various historical periods. Along with the development of the Vietnamese Tax Department, on August 21, 1990, the Nghe Tinh Tax Department was established, and in 1991, the Nghe An Tax Department was officially founded.
Despite being a poor province that had only recently separated from Nghe Tinh province (in 1991) and facing numerous difficulties, the leadership of the Nghe An Tax Department promptly organized and stabilized its structure, developed programs, plans, and measures to scientifically and strategically implement political tasks for each stage and each unit, while also focusing on directing and effectively implementing tax policies in the province.
Tax collection is always a challenging task, but for the 24th consecutive year, the Nghe An Tax Department has exceeded its assigned target for state budget revenue collection. Over the years, despite the economic difficulties, each official and employee of the Nghe An Tax Department has united, strived, and demonstrated creativity and initiative in proposing solutions, successfully completing their tasks; budget revenue has consistently exceeded annual projections, with revenue increasing year after year at an average growth rate of 20%.
In 2004, for the first time, tax revenue in Nghe An province exceeded 1,000 billion VND, meeting nearly 70% of the province's regular expenditures. This achievement made the Nghe An Tax Department one of 15 tax departments nationwide with revenue exceeding 1,000 billion VND and was considered one of the three most outstanding economic and political events of Nghe An province in 2004. By 2011, the Nghe An Tax Department was one of 13 tax departments nationwide with revenue exceeding 5,000 billion VND and ranked first in the North Central region.
In 2015, playing a leading role, the Nghe An Tax Department, along with other units in the Finance sector, strived to excellently fulfill the task of collecting state budget revenue, achieving the targets set in the Resolution of the 17th Provincial Party Congress, term 2010-2015, with total budget revenue in the province reaching 10,500 billion VND.

In parallel, over the years, the Nghe An Tax Department has continuously implemented administrative reforms, especially reforms of tax administrative procedures, to create favorable conditions for people and businesses in the province in fulfilling their obligations to the State, contributing to improving the business environment, investment environment, and enhancing the provincial competitiveness index.
Taxpayer outreach and support is a crucial component of the tax sector's reform and modernization strategy. Over the past 25 years, the Nghe An Provincial Tax Department's outreach and support efforts have achieved remarkable results, creating positive changes in public awareness regarding tax matters. The Nghe An Provincial Tax Department has consistently been a leading example in innovating and diversifying its outreach and support methods, helping taxpayers and the community understand and implement tax policies. The Nghe An Provincial Tax Department has been recognized by the General Department of Taxation as one of the best implementing units of new tax laws and has been awarded the "Leading Unit Nationwide in Emulation and Outreach" flag by the General Department of Taxation.
The Nghe An Provincial Tax Department always prioritizes and pays attention to training and professional development to improve the skills of its officials and employees in all aspects, especially their professional expertise. Besides building a team of highly skilled officials and employees, the Tax Department also focuses on political, ideological, ethical, and professional education for its tax officials, considering this a key factor in the development of the sector.
Thanks to effective training and professional development, the professional skills and expertise of the tax department's officials and employees have continuously improved in both quantity and quality. Specifically: The percentage of officials with qualifications from intermediate level upwards reached 96.5%; the percentage with university degrees increased from 17% in 1991 to 53% in 2014; 100% of officials holding leadership positions in departments and tax branches, officials in the Tax Department Office, and heads of tax teams have received training in state management at the specialist level; 100% of officials and employees are proficient in using information technology for their work, and many have completed intermediate and advanced political theory programs...
Looking back over 25 years of construction and development, the Nghe An Tax Department has continuously grown and strengthened, gradually innovating towards professionalism and modernization. Throughout its development, generations of officials, civil servants, and employees have continuously strived, upholding the tradition of unity and creativity, overcoming difficulties and challenges, and enduring hardships. Some have even sacrificed their lives while performing their duties, making significant contributions to the country's renewal and the province's development for the cause of a prosperous people, a strong nation, and a democratic, just, and civilized society.
Recognizing the positive contributions of the tax sector's officials and employees, and the outstanding achievements from 1991 to the present, units, collectives, and individuals throughout the sector have been awarded many prestigious titles and forms of commendation by the State, the Ministry of Finance, the Provincial People's Committee, and the General Department of Taxation, such as: 1 First-Class Labor Medal awarded to the Nghe An Provincial Tax Department; 5 Second-Class Labor Medals; 33 Third-Class Labor Medals; 59 Certificates of Merit from the Prime Minister, 328 Certificates of Merit from the Ministry of Finance, 438 Certificates of Merit from the Provincial People's Committee; along with many Excellent Emulation Flags from the Government, the Ministry, the Provincial People's Committee, and hundreds of Certificates of Merit from the General Department of Taxation; In addition, 1,334 individuals have been awarded the title of Emulation Soldier at various levels, including: 7 individuals who achieved the title of National Emulation Soldier; 162 individuals who achieved the title of Emulation Soldier in the Finance sector; and 12 individuals who achieved the title of Provincial Emulation Soldier.
Building upon the glorious traditions of the Vietnamese Tax ngành and the unit, with dynamism, creativity, and unwavering resilience in the face of difficulties and challenges, with a spirit of unity, high determination, diligent and creative work, and maintaining discipline, all officials and employees of the Nghe An Tax Department will increasingly serve better and contribute more effectively to the cause of innovation and development of the province in particular and the country in general, worthy of the 70-year history of the industry's development, and worthy of being a "partner" of taxpayers.
