With money, a lot of money, the situation can be reversed. It can turn white into black and vice versa. But using money is still a bad idea. It is a martial act. Changing the situation as quickly as turning one's hand without using material things is worth talking about.

The reason for saying so is because there is an incident that has just happened, although small but worth pondering and drawing many interesting things as well as valuable experiences in handling cases. That is the aftermath of the story of bringing dead fish to surround the provincial People's Committee headquarters. Surely many people still remember that in early September, fish farmers on the Cha Va River in Long Son, Ba Ria - Vung Tau brought dead fish to surround the provincial People's Committee headquarters to demand justice. Because they believed that seafood processing factories in the area had discharged waste directly into the river without treatment, causing the river water to be polluted, leading to a series of their fish farms dying and floating all over the river. Of course, that way of fighting with the nature of bullying and oppression is very inappropriate and somewhat disregards discipline and the law of the country, but it is a last resort because people have proposed, recommended and called for help many times but no one has solved it for them. Fortunately, after that "the last straw" incident, there was a very good ending.

That is, on the afternoon of October 19, the People's Committee of Ba Ria - Vung Tau province worked with 14 enterprises, seafood processing facilities, fishmeal production facilities near fish cage farms... Based on actual surveys, input data provided by enterprises, functional agencies as well as monitoring results, mathematical modeling, the Institute of Environment and Resources (Ho Chi Minh City National University) determined that the cause of the mass death of fish in Long Son fishermen's cages in September 2015 was mainly due to the discharge of waste from those 14 enterprises. The level of damage caused by the enterprises' discharge into the environment was determined by this institute to be 76.64%. Based on statistics of the total damage to the people being more than 17.2 billion VND, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province determined that the enterprises must be responsible for compensating more than 13 billion VND to seafood farmers in Long Son.

The ending was good, but the solution was even better. That is, when the polluting enterprises expressed their desire to support the fish farmers with cash, the Vice Chairman of the Provincial People's Committee affirmed that paying for the damage to the fishermen was the responsibility of compensation, not support. If the enterprises could not reach an agreement and did not agree to compensate the fishermen, the relevant departments and agencies were required to complete the documents to help the fishermen sue the enterprises in court to claim compensation for the damage. Absolutely correct, if they do wrong and cause damage, they must be compensated. Support is mutual assistance, additional assistance makes it easy for people to understand that the enterprises are not wrong and that taking money out of their own pockets to support is a chivalrous act to help people in need. So, suddenly going from a perpetrator to a good person, doing good deeds with just an extremely simple act is a concept swap. Moreover, the amount of support, much or little, depends on the good will, but compensation must be paid for the damage caused. There is no way to reduce it. The good thing, the thing to learn here is to look straight, tell the truth, call the matter by its name so that no one has the opportunity to escape guilt or responsibility.

In fact, bringing up this small matter for careful analysis here is to “talk nonsense”. Because in today’s society, there is a situation of concept swapping to cover up the true nature, to downplay the seriousness of the matter in order to escape and avoid responsibility. For example, weaknesses and shortcomings are replaced by the phrase “existence” which sounds so light and no one has to take responsibility or be punished for those “existences”. Or ignorance, incompetence, and incompetence in performing tasks are only assessed as “inadequate, limited”… The danger of this concept swapping is that it makes people not realize the seriousness of the problem. Not seeing clearly and correctly the true nature of the problem, so they cannot come up with the right, accurate and thorough measures to handle and overcome the root of the problem. The consequence is that many weaknesses and shortcomings of individuals, organizations, units, localities, departments and branches continue from year to year, from term to term, and it is still unknown when they will be eliminated. Even though everyone can see it very clearly.

And the key to solving those long-standing problems is to look straight, tell the truth, tell everything, tell the true nature of the matter, the problem. Do not cover up, do not swap concepts. Because doing so is a fallacy.
