EVN villas and guesthouses are included in electricity prices.
The Ministry of Industry and Trade has just issued a document on the implementation of the Government Inspectorate's conclusion at Vietnam Electricity Group (EVN - implemented in 2013).

Accordingly, explaining the review of construction costs for villas, houses, swimming pools, tennis courts... as mentioned by the press, the Ministry of Industry and Trade said it had worked with the Ministry of Finance to develop a solution.
Citing the directive document of Deputy Prime Minister Vu Van Ninh, the Ministry of Industry and Trade said that the above investment of EVN has been handled in three directions:
Specifically, first, with the depreciation costs of guest houses for experts (including some villas - PV), operation management houses, electrical repair houses and direct housing for workers at power plants, the Ministry of Industry and Trade affirmed that EVN will be included in the cost of electricity production and business. Thus, this means that the above costs will be included in the electricity price.
Second, the Ministry of Industry and Trade said that single-family houses, townhouses, high-rise apartments and other housing projects that EVN leases to families of staff at hydropower plants... will not be included in the cost of electricity production and business. EVN will have to determine the rental price according to the principle of ensuring cost compensation to recover investment capital and management and maintenance costs of this project.
Third, for the investment costs of welfare facilities such as kindergartens, swimming pools, tennis courts, etc., EVN must use the welfare fund or “other funding sources” to invest in construction. If other funding sources are used, adjustments must be made. “EVN and its member units are not allowed to calculate the depreciation costs of these assets into the cost of electricity production and business” - said the Ministry of Industry and Trade.
Thus, with the above document, the Ministry of Industry and Trade acknowledges that only a part of the cost of building villas, swimming pools, tennis courts... as mentioned in the press is included in the electricity price.
