The petition of Yen Lac parish wrote: "In 1987, Kieu 1 Cooperative, for unknown reasons, built a dike across the old road from the front of the church straight to the South, adjacent to the inter-commune road". Requesting the People's Committee of Nghi Kieu commune to "reopen the old road straight to the church according to the road map 229".

The origin of this land was previously the headquarters of Nghi Kieu Commune People's Committee, in 1976, it was handed over to Kieu 1 Cooperative. In 2002, all facilities and land area of ​​the Cooperative were handed over to Cluster 1, Nghi Kieu Kindergarten. In 2007, Nghi Kieu Commune declared the entire land area according to Directive 31 of the Prime Minister and in 2013, it prepared a dossier to grant a land use right certificate to Nghi Kieu Kindergarten with a total area of ​​9,343m2.

Apart from the petition (signed by priest Anton Le Cong Luong - parish priest of Xuan Kieu and Mr. Nguyen Van Luu - Chairman of the Pastoral Council of Yen Lac parish), Yen Lac parish has not provided any convincing, legal basis for the origin of the road or the ownership of the land area illegally encroached on October 5.

Priest Xuan Kieu has repeatedly used his preaching to distort the truth and incite parishioners: “Opening roads for people to travel on is a legitimate act, not a request or an illegal encroachment or occupation of roads”, “this is what the people do on behalf of the government. This locality, this commune does not have enough human resources or funds, the people have to open roads...”; “what the people have done, their sweat, tears, and efforts must be protected at all costs...”.

Before Father Le Cong Luong became the parish priest of Xuan Kieu (December 2014), Nghi Kieu was a peaceful countryside where Catholics and non-Catholics lived in unity and harmony; parish officials and parish groups maintained good relationships with local authorities.

Mr. Dang Van Dieu - the head of hamlet 9 - where Yen Lac parish church is located said: From the past until now, Yen Lac parishioners still go to church on the road from hamlet 9 to hamlet 10A connecting to the church. No one has said anything about straight or curved roads.

Mr. Dieu added: In 2013, the commune publicly announced the new rural planning to each hamlet, including the road planning for the people to know. In 2014, with the consensus of the whole people, the Executive Committee of Hamlet 9 had a document registering to build concrete roads on 4 routes with a length of 1,000m. Of which, route 4 is from the road to Yen Lac parish church to the inter-commune asphalt road.

At the end of 2014, the commune decided to approve the design drawing estimate with the construction value of line 4 over 251 million VND, in which cement was taken from the province's new rural support fund, people contributed labor days and materials. In both rounds of public consultation, Yen Lac parish did not mention anything about the road going straight from the church gate to the inter-commune road.
