Prime Minister Nguyen Tan Dung has just signedDecisionDecision No. 2218/QD-TTg (dated December 10, 2015) on the Government's plan to implement Resolution No. 39-NQ/TW dated April 17, 2015 of the Politburo on downsizing the workforce and restructuring the staff of cadres, civil servants, and public employees.

The plan aims to successfully implement Resolution No. 39-NQ/TW dated April 17, 2015, of the Politburo on streamlining personnel and restructuring the workforce of cadres, civil servants, and public employees, in order to improve the quality of the workforce, attract virtuous and talented individuals to public service in state administrative agencies and public service units, and meet the requirements of industrialization, modernization of the country, and international integration. This will contribute to improving the capacity and efficiency of state management, saving budget, reducing recurrent expenditures, and reforming the salary system.

At the same time, clearly define the key tasks and main solutions for state administrative agencies and public service units from the central to local levels to develop plans for organizing, implementing, and monitoring and evaluating the implementation of the Resolution, ensuring the achievement of the goals and effectiveness of the downsizing and restructuring of the workforce of officials, civil servants, and public employees.

The plan includes strengthening propaganda and education; reviewing, reorganizing, and streamlining the organizational structure and reducing staffing levels; building a structured workforce of officials, civil servants, and public employees; and improving the effectiveness and efficiency of personnel management for officials, civil servants, and public employees.

Ensure that the total number of personnel does not increase by 2021.

The plan clearly states that the policy of streamlining the workforce of officials, civil servants, and public employees will be maintained, ensuring that by 2021, the total workforce of ministries, central agencies, provinces, and centrally-administered cities will essentially not increase compared to the allocated workforce of 2015. In cases where new organizations must be established or new tasks assigned, ministries, central agencies, provinces, and centrally-administered cities will balance and adjust within their existing total workforce.

In the education and training sector, the establishment of new schools, the increase in classes and students; and in the healthcare sector, the establishment of new organizations and the increase in hospital bed capacity... may lead to additional staffing, but this must be strictly managed based on functions, tasks, job positions, and the structure of civil servants according to professional titles.

In addition, the staffing levels of social and socio-professional organizations will remain stable until 2016. From 2017 onwards, funding will be provided or allocated to carry out tasks assigned by the Party and the State.

Each Ministry, ministerial-level agency, government agency, and other central, provincial, and centrally-administered city-level state administrative agency must develop a plan for downsizing the workforce over a 7-year period (2015-2021) and annually, specifying a minimum workforce reduction rate of 10% for each Ministry, sector, province, and centrally-administered city. For public service units with revenue-generating activities, it is encouraged to further convert 10% of their staff to self-financing and socialized models, replacing state budget funding with revenue-generating activities.

According to the plan, the recruitment of new officials, civil servants, and public employees shall not exceed 50% of the number of officials, civil servants, and public employees who have left the payroll after the downsizing process, and not exceed 50% of the number of officials, civil servants, and public employees who have retired at the prescribed age or resigned according to the law in state administrative agencies and public service units from the central to local levels.
