According to the indictment, in 2008, Phan Cong Trong was sentenced by the Provincial People's Court to 20 years in prison for illegally trafficking narcotics. While serving his sentence at Prison No. 6 – Ministry of Public Security, Phan Cong Trong fell ill and was transferred to Nghe An General Hospital for treatment. During his treatment there, Trong was assigned to share a cell with inmates Nguyen Trong Khanh and Tran Duc Long. During his treatment, Trong had a conflict with the two inmates, believing they intended to harm him. At approximately 2 PM on August 17, 2014, Trong used a piece of metal (which he had hidden beforehand) to threaten and wrestle Nguyen Trong Khanh to the floor to slit his throat. Inmate Tran Duc Long ran to help Trong, but Trong kicked him to the floor. Khanh cried for help, and a prison guard opened the cell door and ran out. Tran Duc Long fell to the floor and was also attacked by Trong with the metal piece, who cut his throat and assaulted the guard, forcing the guard to close the cell door. It was only when the 113 police force arrived that Trong was brought under control.
Authorities determined that prisoner Tran Duc Long died from a severed artery and vein in his right arm. On March 16, 2015, the Nghe An Provincial People's Court brought the case to trial, but later had to postpone the hearing to allow Trong to undergo a psychiatric evaluation.
At this morning's trial, considering the defendant's limited cognitive abilities and control over his actions, but recognizing the cruel and barbaric nature of his actions, the court sentenced Phan Cong Trong to life imprisonment. Combined with his existing 20-year sentence, Trong faces a total sentence of life imprisonment. In addition, the defendant must compensate the family of the deceased, Tran Duc Long, with 55 million VND for emotional distress and funeral expenses.
