Official dispatch No. 190 - CV/HNDT stated: "Recently, the Standing Committee of the Provincial Farmers' Association received information reflecting the phenomenon of some individuals using the name of "Center for supporting the poor in new rural development" to mobilize farmers in the province to participate in the "Vietnam Heart" Program to deposit money into the center to receive support.

The Standing Committee of the Provincial Farmers' Association informs the district, city and town Farmers' Associations: The Provincial Association has not received any direction from the Central Vietnam Farmers' Association and has no document directing the implementation of the "Heart of Vietnam" Program in Nghe An province.

To avoid taking advantage of the trust of farmers, especially poor households, to commit fraud, the Standing Committee of the Provincial Farmers' Association requires the Standing Committees of the Farmers' Associations of districts, cities and towns to propagate to members and farmers to be vigilant against subjects using the name of "Center for supporting the poor in new rural development" to commit fraud and mobilize farmers to contribute money; at the same time, regularly direct and inspect the Association's bases to grasp the current situation. If the above phenomena are detected, it is necessary to report to the local authorities and police to promptly prevent them, and report to the Provincial Association in writing and via mailbox.[email protected]of the Provincial Propaganda Department".
