The Central Committee voted for the first time on the list of new personnel for the 12th Executive Committee.

Personnel preparation for the 12th Central Executive Committee is one of the major issues discussed, considered and decided by the 12th Conference of the Party Central Executive Committee (11th tenure).

General Secretary Nguyen Phu Trong delivered the closing speech at the 12th Central Conference.

Regarding this issue, in his closing speech, General Secretary Nguyen Phu Trong emphasized that the Central Executive Committee highly appreciated the Personnel Subcommittee and the Politburo, since the 11th Central Conference (May 2015) for closely following the Personnel Work Direction of the 12th Congress approved by the Central Committee, carefully and meticulously preparing reports on the personnel work of the 12th Central Executive Committee; Report on the personnel preparation work of the Politburo, Secretariat and key positions from the 6th Congress to the present and a number of other important issues in the personnel preparation of the Politburo, Secretariat and key positions from now until the 12th National Party Congress.

The Central Committee also commended Party committees, Party organizations, agencies and units under the Central Committee for carefully preparing personnel for their congresses, and seriously organizing the voting for nominations of Central Executive Committee personnel in rounds 1 and 2, basically ensuring progress, following the procedures and instructions of the Personnel Subcommittee.

Based on the Personnel Work Orientation and Process, and the results of the two rounds of personnel introduction, the Central Committee democratically discussed, objectively, impartially, and comprehensively considered the proposed List of new personnel to be introduced for the first time to join the 12th Central Executive Committee and the selection options; at the same time, analyzed, evaluated, and contributed many profound and dedicated opinions, supplementing the reports and personnel options.

The Central Executive Committee basically agreed with the Politburo's Report and discussed and proposed many opinions on the criteria for considering "special" cases for Central Committee members and Politburo and Secretariat members of the 11th tenure re-elected for the 12th tenure, specific standards for each position (General Secretary, President, Prime Minister, National Assembly Chairman); on options for selecting key leadership positions. The Central Committee agreed that the discussion and high consensus on this issue is a very important basis for the Central Committee to discuss and decide on specific personnel.

According to the Conference's Working Program, the Central Committee voted for the first time on the List of new personnel expected to be introduced for the first time to join the 12th Central Executive Committee (both official and alternate Central Committee members); the Central Committee voted to propose a list of Central Executive Committee members of the 11th term who meet the qualifications and conditions for re-election to the 12th Central Executive Committee and voted to propose and introduce personnel who meet the qualifications and conditions to join the Politburo and Secretariat of the 12th term.

“The Central Executive Committee assigned the Politburo and the Personnel Subcommittee, based on the Resolution of the Conference, the Politburo's Report on Explanation and Acceptance, and the Central Committee's comments, to continue to carefully review, supplement, and complete personnel plans in accordance with the proposed personnel work process to report to the Central Committee for consideration and decision at the next Central Committee Conferences,” said General Secretary Nguyen Phu Trong in his closing speech.
