Eliminate regulations on chest size and physical strength in driver standards

From October 10, 2015, new health standards for drivers remove regulations on weight, physical strength, height, and chest circumference.

The Ministry of Health and the Ministry of Transport have just issued Joint Circular No. 24/2015/TTLT-BYT-BGTVT regulating health standards for drivers, periodic health examinations for car drivers and regulations on medical facilities for health examinations for drivers.

The Circular specifically regulates health standards for drivers, health examinations for drivers, periodic health examinations for car drivers (hereinafter referred to as health examinations for drivers) and regulations on medical facilities for health examinations for drivers. The Circular applies to drivers, employers of car drivers, medical facilities for health examinations for drivers and relevant agencies, organizations and individuals.

This Circular takes effect from October 10, 2015. The regulations on health standards applicable to drivers of road motor vehicles issued together with Decision No. 4132/QD-BYT dated October 4, 2001 of the Minister of Health cease to be effective from the effective date of this Circular.

People with one of the following medical conditions or disabilities are not qualified to drive:

According to regulations, health examination for drivers, people with one of the following diseases or disabilities are not qualified to drive according to the corresponding vehicle classes.

Specifically, for class A1 drivers with one of the following disabilities: Disorder in recognizing 3 basic colors: Red, yellow, green; distance vision of both eyes below 4/10 (including correction with glasses), one eye, vision below 4/10 (including correction with glasses); Amputation or loss of function of 1 hand or 1 foot and one of the remaining legs or arms is not intact (amputation or reduced function)...

Class B1 drivers with disabilities are also not allowed to drive. At the same time, it is stipulated that people with one of the following disabilities are not allowed to drive: Acute mental disorder that has been completely cured but not yet 24 months; chronic mental disorder; Distance vision of each eye: good eye <8 10="" or="" poor="" eye="" <5 10="" (including="" correction="" by="">

The Circular also clearly stipulates the responsibility of the driver to provide complete and honest information about his/her health status, medical history, and disability and to be legally responsible for the information provided during the health examination; to comply with the instructions and directions of medical staff during the health examination process...

The Ministry of Health has also recommended to its affiliated agencies as well as requested other competent authorities to join in preventing and closely inspecting the issuance of fake health certificates, and at the same time requiring medical examination and treatment facilities to strictly, fully and properly implement the procedures.

According to the new health standards for drivers, regulations on weight, physical strength, height, and chest circumference have been removed. The new health standards are divided into specialties including psychiatry, neurology, eyes, ears - nose - throat, musculoskeletal - joint, respiratory, drugs and other psychotropic substances...

Health standards for drivers are also divided into 3 groups: class A1 (2-wheeled motorbikes with cylinder capacity from 50cm3 to under 175cm3); class B1 (passenger cars with less than 9 seats, trucks under 3.5 tons); driver classes A2, A3, B2, C, D, E, FB2, FC, FD, FE...

Medical examination and treatment facilities that are conducting health examinations for drivers before the effective date of this Circular shall continue to conduct health examinations for drivers until December 31, 2015.

From January 1, 2016, if these facilities want to continue to conduct health examinations for drivers, they must meet the regulations in Article 6 of this Circular and report in writing to the competent state health management agency in accordance with the regulations in Clause 2, Article 12 of Circular No. 14/2013/TT-BYT on the addition of human resources, equipment and scope of professional activities as prescribed.
