The video appeared on an IS news site used to post messages, beginning with news about the aftermath of the November 13 shootings in Paris that killed at least 129 people.
The message addressed to the countries participating in what IS calls the "crusade" was delivered by an Algerian man named Al Ghareeb.
This group asserted: "We inform the countries participating in the crusade that you will have a day like that of France, and just as we attacked right in the heart of Paris, France, we vow to attack America right in Washington."
The authenticity of the video cannot yet be verified, but some sources suggest it was produced by IS forces in Salahuddine province, located north of Baghdad, Iraq.
The French government has called the Paris attacks an act of war and affirmed that it will not end its airstrikes against IS in Syria and Iraq.
French fighter jets launched their largest-ever attack in Syria on November 15, targeting a fortified ISIS stronghold in the city of Raqqa. The operation was carried out in coordination with US forces.
Police searched the homes of suspected ISIS members across France immediately after the Paris attacks.
The man, identified as Al Ghareeb, also warned Europe in the newly released video that more attacks were imminent.
He said: “I announce to the European countries that we are coming, with traps and explosives, with explosive belts and silenced guns, and you will not be able to stop us because we are now much stronger than before.”
Referring to international negotiations to end the Syrian war, another person in the tape, identifying himself as Al Karrar, an Iraqi, informs French President Francois Hollande: "We have decided to negotiate with you on the battlefield, not in a hotel."
