Organizing the program "Tet for the poor - Binh Than 2016"

Pursuant to Notice No. 12 TB/TU dated November 4, 2015 of the Provincial Party Committee Standing Committee on the Conclusion of the Provincial Party Committee Secretary working with the Provincial Poverty Reduction Steering Committee; in order to share, help and encourage the poor to celebrate the traditional Tet 2016 warmly and happily, the People's Committee of Nghe An province deploys the plan to organize the Program "Tet for the poor - Binh Than 2016", specifically as follows:

I. PURPOSE OF REQUIREMENTS

1.Through the program, we call on agencies, units, businesses, and philanthropists to support, donate money and gifts... to share with poor households and families in especially difficult circumstances to have more conditions to welcome the Lunar New Year of the Monkey - 2016.

2.Through the program to promote compassion, solidarity, mutual support and sharing in the community.

3.Organize practical, economical, effective programs, give gifts to the right people, on time.

II. PLAN CONTENT

1.Propaganda and mobilization of agencies, units, businesses, and philanthropists inside and outside the province to support money or goods to help poor households and households in especially difficult circumstances due to illness or damage caused by natural disasters and floods.

- Mobilize agencies, units, civil servants, public employees and workers in the province to save from spending sources to support the poor through the program.

-For businesses and philanthropists, mobilize support in cash or kind to help the poor.

-Each gift is worth an average of 500,000 VND. Groups and individuals can register to donate in cash or in kind.

-Propaganda and mobilization time: From December 17, 2015 to January 25, 2016. The Organizing Committee assigns members to directly mobilize businesses, units and individuals to support the program.

2.Organize a live TV program with the theme: "Tet for the poor - Binh Than 2016". Through the program, we aim to honor organizations, businesses, and individuals with a heart of generosity to help the poor; commend localities and units that effectively implement poverty reduction work; encourage poor households to overcome all difficulties to stabilize their lives...

- Time of live TV program: Expected at 20:00 on January 16, 2016 (December 7, At Mui year).

-Location: Nghe An Provincial Labor Culture House.

3.The People's Committees of mountainous districts, border areas, disadvantaged areas, and flood areas, based on the quota of households receiving gifts, organize the selection of the right recipients. Compile the list and send it to the Organizing Committee (through the Provincial Fatherland Front Committee) before January 24, 2016 and coordinate to organize the gift giving to the recipients in time for the spring and Tet holiday.

4.Organize delegations to directly visit and give gifts to poor households, families receiving social assistance, and families in especially difficult circumstances due to natural disasters and fires according to the General Plan.

-Invite comrades of the Provincial Party Standing Committee, leaders of the Provincial People's Council, People's Committee, and Fatherland Front Committee; leaders of departments, branches, and units to directly present gifts.

- Enterprises and units can give gifts to localities and units according to their own programs, but need to register with the Program Organizing Committee (through the Provincial Fatherland Front Committee) to unify in the general plan of the province, avoiding overlap at the grassroots level.

- Time to give gifts to recipients: From January 24, 2016 - January 29, 2016 (ie from December 15 to December 20 of the lunar calendar).

III. IMPLEMENTATION ORGANIZATION:

1. Establish the Organizing Committee of the program: "Tet for the poor - Binh Than 2016" with the Vice Chairman of the People's Committee as the Head of the Committee; the Chairman of the Provincial Fatherland Front Committee as the Deputy Head of the Committee; members include representatives of the leadership: Provincial Fatherland Front Committee, Provincial People's Committee Office, Provincial Radio and Television Station, Nghe An Newspaper, Provincial Department of Labor, Invalids and Social Affairs, Department of Culture, Sports and Tourism; Department of Finance, Provincial Labor Federation, State Bank of Vietnam - Nghe An Branch, Party Committee of Enterprises, Party Committee of Provincial Agencies, Command of the Provincial Power Team, Provincial Red Cross Society, Association of Outstanding Enterprises, Association of Young Entrepreneurs, Association of Small and Medium Enterprises, Association of Veteran Enterprises.

2. Task assignment:

2.1. Provincial People's Committee Office:

- Review documents on Tet for the poor program and advise the Provincial People's Committee to promulgate.

- Advise on invitations for groups and individuals to participate in the Live TV program and coordinate with the Provincial Fatherland Front Committee to send invitations to participants.

2.2. Propose the Provincial Fatherland Front Committee:

- Take the lead in coordinating with relevant units to develop a program organization plan, advise on the establishment of the Organizing Committee, assign tasks to members of the Program Planning Committee; make a list of agencies, businesses, and organizations expected to mobilize.

-Prepare a list of invited delegates, coordinate with the Provincial People's Committee Office to send invitations to organizations and individuals invited to attend the live TV program.

-Draft speech of the Leader at the live TV program, submit to the Provincial People's Committee Office before January 12, 2016.

-Preside and coordinate with members of the Organizing Committee to mobilize agencies, units, businesses, and philanthropists to donate money, gifts, etc. to support Tet for the poor.

- Guide the Fatherland Front Committees of districts, cities and towns to advise Party committees and authorities to organize propaganda and mobilization in agencies, units, enterprises, philanthropists and people of all walks of life in the area, and organize the program "Tet for the poor Binh Than - 2016".

- Guide the Fatherland Front Committee at the district level to receive gifts to coordinate with the People's Committees of districts, cities and towns to direct the Department of Labor - Invalids and Social Affairs; People's Committees of communes, wards and towns to provide a list of poor people and poor households with especially difficult circumstances for the Organizing Committee to give Tet gifts.

- Propose that the Provincial People's Committee mobilize forces to participate in the program, urge units to mobilize enough forces and arrange seats for delegates at the live TV program.

- Receive and summarize funds and gifts based on reports from localities; propose the allocation of Tet gift targets and promptly notify localities of the allocated targets; detailed schedule of the Provincial Leaders, guide and arrange units and businesses to give gifts to the poor.

- Prepare signs for the supporting units to present, flowers from the Organizing Committee, certificates, thank you letters from the Organizing Committee for the supporting units from 20 million VND or more and prepare 02 boxes for the delegates to support the poor at the live TV program.

- Take from the fund to support the poor and poor households managed by the Provincial Fatherland Front Committee to give gifts to the beneficiaries through this program.

-Report on the implementation results of the 2015 Tet for the poor program and the preparation work for the 2016 Tet for the poor program at the Press Conference organized by the Provincial People's Committee.

-Regularly update information of supporting organizations and individuals, provide it to the Provincial Radio and Television Station, Nghe An Newspaper, and the provincial electronic news portal for reporting.

- Synthesize the estimated budget for organizing the program from related units and send it to the Department of Finance for consultation and submission to the Provincial People's Committee for decision to ensure the organization of the Program.

-Summary report of the 2016 Tet program for the poor, consulting on reward work.

2.3. Department of Information and Communications, Nghe An Newspaper:

Propaganda and promotion of the program to mobilize organizations and individuals to support the poor; promptly reflect and commend collectives and individuals with many achievements in implementing the program. Update and post the support and gift giving of agencies, units, businesses and individuals on the province's electronic information portal, Nghe An Daily Newspaper and Nghe An Electronic Newspaper.

2.4. Provincial Radio and Television Station:

- Develop script for live TV program, submit to Provincial People's Committee for approval before January 5, 2016.

-Promote the program to mobilize on 2 radio and television channels and the Station's website to mobilize organizations and individuals to support the poor; Regularly update the results of organizations and individuals supporting the poor.

-Organize the production of the Live TV program; advise the Organizing Committee on the general rehearsal at 2:00 p.m. on January 15, 2016.

-Create reports reflecting the reality of disadvantaged people in need of help; reports reflecting and promptly praising groups and individuals participating in supporting the poor; run text in programs acknowledging the support of groups and individuals.

- Undertake design, decoration of stage, banners and hall, mock-ups, sound and lighting to organize the program. Coordinate with the Provincial Fatherland Front Committee to arrange seats for delegates attending the program.

- Timely update and report on gift giving activities of units at the base.

- Coordinate with members of the Organizing Committee to mobilize agencies, units, businesses, and philanthropists to donate money, gifts, etc. to support Tet for the poor.

2.5. Department of Labor, Invalids and Social Affairs of the province:

- Take the lead in coordinating and urging agencies and businesses to help poor communes in the Western region of Nghe An province to support poor communes and poor people during the Lunar New Year.

- Coordinate to mobilize businesses and philanthropists to donate to help the poor.

- Provide data on poor households in the whole province and estimate the number of poor households with special difficulties to give gifts.

- Direct the District Department of Labor, Invalids and Social Affairs to coordinate with the Standing Committee of the District Fatherland Front Committee to select the right recipients of Tet gifts.

2.6. Provincial Party Committee of Provincial Agencies, Provincial Party Committee of Enterprises, Provincial Labor Federation, Provincial Association of War Veterans, Provincial Women's Union, Provincial Youth Union, Provincial Farmers' Association, Provincial Red Cross:

- Mobilize agencies, businesses, trade unions, youth unions, and branches under their management to save reasonable expenses to support the poor through the Tet for the Poor program - Binh Than 2016.

-Send invitations and arrange for cadres, civil servants, and members to attend the live TV program (the Provincial Fatherland Front Committee proposes a specific number for units to deploy).

2.7 Department of Culture - Sports and Tourism:

-Preside and coordinate with the Provincial Radio and Television Station to prepare singing, dancing and music performances for the live TV program.

- Coordinate with Radio and Television Station to decorate layouts and visual propaganda images for live TV programs.

2.8. Department of Finance:

-Advising the Provincial People's Committee to arrange funding to ensure the implementation of the Tet program for the poor in 2016.

- Coordinate to mobilize businesses and philanthropists to donate to help the poor.

2.9. State Bank of Vietnam, Nghe An branch:

Mobilize commercial banks and financial and credit organizations and related organizations and businesses in the province to support and help the poor celebrate Tet.

2.10. Association of Outstanding Enterprises, Association of Small and Medium Enterprises, Association of Veteran Enterprises, Association of Young Entrepreneurs of Nghe An province:

- Mobilize members of the association and organizations and individuals, inside and outside the province, to register to join hands to help the poor celebrate Tet.

- Coordinate with members of the Organizing Committee to invite typical businesses to visit and give gifts to poor households at the facility.

2.11.Provincial Police:Ensure security and order for live TV programs.

2.12. Nghe An Electricity:Ensure power supply for Live TV Show and rehearsal.

2.13.People's Committees of districts, cities and towns:

- Organize and mobilize agencies, units, businesses, philanthropists, civil servants and employees in the area to give gifts to the poor in accordance with the appeal letter of the Provincial Party Secretary.

- Direct the Department of Labor, War Invalids and Social Affairs, People's Committees of communes and towns to organize a review of poor people and poor households that need to receive gifts according to the criteria of the Organizing Committee. Coordinate with the Fatherland Front of districts, cities and towns to make a list and send it to the Provincial Fatherland Front Committee for synthesis before January 24, 2016.

-Organize gift giving locations, notify poor households and policy families with especially difficult circumstances in the area to receive Tet gifts.

For the program to be successfully implemented, the Provincial People's Committee requests relevant departments, branches, and units; People's Committees of districts, cities, and towns to seriously implement it.
