Opening on October 20, after more than a month of work, on the afternoon of November 27, the 10th session of the 13th National Assembly held its closing session.

This is a session that has many special marks for voters nationwide, one of the most outstanding marks is the question and answer activities different from previous sessions.

The content of the National Assembly deputies' questions is still issues related to real life; the results of the Government's direction and administration; existing shortcomings in policy implementation; short-term and long-term strategic orientations on socio-economic development, national security and defense, protecting national sovereignty, improving people's lives, etc.

The question and answer session of the Government members for 2 and a half days (from November 16 to the end of the morning of November 18) is the part where Prime Minister Nguyen Tan Dung, Deputy Prime Ministers Nguyen Xuan Phuc, Hoang Trung Hai, Vu Duc Dam, and Ministers and Heads of the following sectors: Industry and Trade, Education and Training, Health, Agriculture and Rural Development, Planning and Investment, Construction, Transport, Information and Communications, Culture, Sports and Tourism, Home Affairs, and the Supreme People's Procuracy will answer and explain more general issues or related content.

The difference here is that National Assembly deputies can simultaneously question both Government leaders and relevant Ministers and Heads of sectors on the same content.

The second highlight was that at the 10th session, the National Assembly voted to pass the Resolution on the State Budget estimate for 2016 with 392/435 delegates present in favor, accounting for 79.35%. Accordingly, the National Assembly assigned the Government to adjust the basic salary increase from VND 1,150,000/month (current level) to VND 1,210,000/month (an increase of about 5%) for cadres, civil servants, public employees, and armed forces from May 1, 2016.

Another highlight of the 10th session that voters can see more clearly is that the 2013 Constitution is increasingly coming into life. The manifestation of this content is the National Assembly electing the Chairman of the National Election Council and the position of Secretary General of the National Assembly; and passing the Law on Referendum.

Also at this session, the National Assembly passed a large number of laws and codes.

Specifically, the National Assembly passed: Law on Network Information Security; Law on Hydrometeorology; Law on Supervision Activities of the National Assembly and People's Councils; Law on Accounting (amended); Law on Statistics (amended); Civil Code (amended); Civil Procedure Code (amended); Law on Administrative Procedure (amended); Law on Temporary Detention and Temporary Imprisonment; Vietnam Maritime Code (amended); Law on Referendum; Law on Fees and Charges; Law on Professional Soldiers and Defense Workers and Civil Servants; Law on Organization of Criminal Investigation Agencies.

On the last working day of the 10th session (November 27), the National Assembly voted to pass the Penal Code (amended) and the Criminal Procedure Code (amended).
