Proposal to establish a centralized procurement and bidding center for the Ministry of Public Security.

On the afternoon of December 16, 2015, in Hanoi, Lieutenant General Bui Van Thanh, Deputy Minister of Public Security, chaired a working session with the General Department of Politics of the People's Public Security, the General Department of Logistics and Technology (HCKT), and other functional units of the Ministry of Public Security regarding the Project to establish a Centralized Procurement and Bidding Center for the Ministry of Public Security.

Attending the working session were Lieutenant General Le Van Minh, Director General of the General Department of Logistics and Technical Services; and representatives of the leadership of units under the Ministry of Public Security.

According to the Project Proposal, the Centralized Procurement Center of the Ministry of Public Security is a public service unit directly under the General Department of Logistics and Technical Services, responsible for assisting the Director General in uniformly managing asset procurement activities within the People's Public Security Force (CAND) and directly implementing asset procurement from funds allocated by the Ministry of Public Security to the General Department of Logistics and Technical Services.

The Centralized Procurement Bidding Center of the Ministry of Public Security is responsible for gathering needs, developing centralized procurement bidding plans; organizing centralized procurement of various types of assets in accordance with the law on bidding based on the Centralized Procurement List for units within the General Department of Logistics and Technical Services; providing consulting, guidance, and services on the procurement of assets included in the centralized procurement list for police units and localities in accordance with the regulations of the State and the Ministry of Public Security…

Concluding the meeting, Deputy Minister Bui Van Thanh emphasized that the establishment of the Ministry of Public Security's centralized procurement center is a necessary and urgent requirement in the current situation, aiming to improve the efficiency and uniformity of equipment in the People's Police; save time, costs, and human resources; limit negative practices; prevent corruption and waste; and ensure transparency in asset procurement.

The Deputy Minister also requested that, based on the feedback received, the Steering Committee for the project quickly supplement, revise, and finalize the project proposal, and submit it to the Ministry of Public Security leadership for consideration and decision...
