The Ministry of Education and Training is finalizing the Draft Amendment and Supplement to the National High School Exam Regulations and the Draft Regulation on Admission to Full-time Colleges and Universities in 2016 to solicit public opinions.

According to Deputy Minister of Education and Training Bui Van Ga, basically the national high school exam and university and college entrance exams in 2016 will remain stable as in 2015, but there will be some adjustments to the exam clusters and registration steps to avoid frustrations like in 2015.

In principle, in 2016, the Ministry of Education and Training will adjust the organization of the national high school exam and university and college admissions to overcome the shortcomings of 2015 when it was first implemented. Regarding the national high school exam, through many meetings between the Ministry and universities, colleges and local Departments of Education and Training, all assessed the 2015 exam as successful, achieving the desired goal of reducing pressure and costs.

The results of the exam are reliable for universities and colleges to consider admission. Therefore, in 2016, the Ministry will continue to organize provincial exam clusters chaired by the Department of Education and Training and inter-provincial exam clusters chaired by universities as in 2015.

Deputy Minister Bui Van Ga said: “The Departments and schools feel that organizing such examination clusters is very reasonable and suitable for the needs of candidates. However, many opinions also suggest that this year the regulations on examination clusters for candidates should be more flexible. For example, in areas bordering two examination clusters, candidates can choose the examination cluster that is closer and more convenient to take the exam rather than being forced to go to a distant examination cluster. Therefore, it is also expected that there will be a slight adjustment in the regulations on examination clusters for candidates to be more flexible and suitable for candidates' travel time.”

For regular university and college admissions, allowing candidates to submit and withdraw applications during the first round of admissions in 2015 creates maximum opportunities for candidates to be admitted, but also causes chaos in submitting and withdrawing applications at some schools during the last days of the admissions round.

Therefore, the Ministry is developing a number of plans to change the time and form of application submission, regulations on admission score thresholds for majors... All of these plans are aimed at reducing the shortcomings in admission for candidates and schools. In principle, the schools are completely autonomous in admission, the Ministry does not act on behalf of the schools in this admission process.

Regarding regional priority and priority for admission will also be adjusted in accordance with current regulations and practices, including the elimination of bonus points for some subjects and the reduction of priority points compared to 2015, to ensure fairness for different groups of students.

The exam schedule and time will also be adjusted to facilitate the organization of exams for schools and departments, in accordance with the weather. It is expected that the Ministry of Education and Training will announce the Draft Amendment and Supplement to the National High School Exam Regulations and the Regulations on Admission to Regular Colleges and Universities in 2016 before Tet./.
