Procedures for receiving 100% reimbursement of hospital fees.
Individuals holding health insurance cards issued by the Social Insurance Department of the Ministry of National Defense must have a certificate of exemption from co-payment for the year, in the form prescribed by the Vietnam Social Insurance, to be reimbursed 100% of their costs when eligible for co-payment exemption.

According to the provisions of Point d, Clause 4, Article 4 of Decree No.Decree No. 105/2014/ND-CPGovernment Decree dated November 15, 2014, detailing some provisions ofHealth Insurance LawPoint e, Clause 1, Article 22 of Joint Circular No.41/2014/TTLT-BYT-BTCAccording to Decision No. 1399/QD-BHXH dated December 22, 2014, issued by the Vietnam Social Security, which promulgates regulations on the organization and implementation of health insurance in medical examination and treatment; for those with health insurance cards issued by the Social Security of the Ministry of National Defense, to be reimbursed 100% of medical examination and treatment costs, the cardholder, if eligible for co-payment exemption, must have a certificate of co-payment exemption for the year according to mẫu 05/BHYT as prescribed by the Vietnam Social Security.
The procedure for obtaining a co-payment exemption certificate includes:
- Patient's application form. If the patient does not submit the application in person, the applicant must clearly state their full name and relationship to the patient, and present a photocopy of their photo ID for verification.
- Health insurance card along with a photo ID of the patient (photocopy).
- Medical records or prescriptions if receiving outpatient treatment.
- Discharge papers if hospitalized (photocopy).
- Receipt for co-payment of hospital fees (original).
After receiving a certificate of exemption from co-payment from the Social Insurance Department of the Ministry of National Defense for the year, patients seeking medical examination and treatment at designated facilities must present this certificate along with their health insurance documents from the next examination or treatment. They are also responsible for keeping the original copy for use in subsequent examinations and treatments throughout the year until December 31st of that year.
