The Ministry of Labor, Invalids and Social Affairs is asking for opinions on the level of support for voluntary social insurance participants.

At the 10th session of the 13th National Assembly, delegate Le Thi Yen (Phu Tho) said that the rate of participation in social insurance (SI) and unemployment insurance is still low compared to the requirements and set goals.

According to Ms. Le Thi Yen, in order to implement the roadmap to expand the number of participants in social insurance and health insurance for all people by 2020, the Government needs to issue policies to support social insurance contributions for employees participating in voluntary social insurance according to the provisions of the Social Insurance Law 2014. At the same time, implement solutions to expand the number of participants in health insurance, especially for households, workers, near-poor households and people working in agriculture, forestry and fisheries.

Delegate Truong Van Vo (Dong Nai) also suggested that it is necessary to continue to determine the roadmap for implementing annual targets to expand the number of social insurance participants by 2020; promptly issue policies to support social insurance contributions for voluntary social insurance participants, because in 2015, the rate of social insurance participants was low, down from 2014.

According to the explanation of Minister of Labor - Invalids and Social Affairs Pham Thi Hai Chuyen: If according to the reports of localities, by August 2015, in addition to compulsory insurance, voluntary insurance increased by 17.2%. However, with the target of the Politburo's resolution on social insurance, it is stipulated that by 2020, about 50% of workers will be covered by social insurance.

Minister Pham Thi Hai Chuyen said: “While the economy is developing, the rate of labor relations is not increasing significantly, so we must provide support for people to participate in voluntary insurance. The Social Insurance Law will take effect from January 1, 2016. We are asking for opinions on the level of support so that people who participate in voluntary insurance can participate in social insurance, contributing to achieving the rate of 50% of workers participating in social insurance by 2020”./.
