Members of the Provincial People's Council's Culture and Social Committee basically agreed with the content of the draft report on the draft Resolution on increasing the level of financial support for the Front Working Committee in residential areas and the Steering Committee of the movement "All people unite to build a cultural life" at the commune level in difficult areas in Nghe An province, drafted by the Provincial Fatherland Front Committee.

Delegates also affirmed that this is a necessary support to encourage and motivate residential areas in difficult areas to perform their tasks better in the new situation, contributing to the Party Committee and the government in performing well the tasks of local socio-economic development, constantly consolidating and expanding the great national unity bloc. However, according to some opinions, it is necessary to clarify the basis for issuing policies to create persuasiveness when submitting to the Provincial People's Council; at the same time, it is necessary to consider the appropriate level of support.

Regarding the submission and draft resolution on the collection level, management and use of library fees in Nghe An province, members of the Culture - Society Committee highly agreed. Accordingly, the expected collection level at the Provincial Library for lending cards and reading cards for readers aged 16 and over is 40,000 VND/card/year; for readers under 16 years old is 20,000 VND/card/year; the fee for using multimedia reading rooms, rare documents and other special reading rooms is 100,000 VND/card/year.
City, district and town libraries charge 50% of the provincial library fee. Delegates also discussed solutions to encourage children to read and some exempted or reduced readers; and proposed ways to manage and use revenue sources appropriately.
