In 21 provinces and cities, the percentage of female cadres in the Executive Committee is over 15%, with some units exceeding 20%, such as Cao Bang and Son La (21.82%), Ho Chi Minh City (21.74%), Binh Phuoc (21.82%), Kien Giang (25%), and Tuyen Quang (27.66%). Nationwide, there are 3 female Provincial Party Secretaries, the youngest born in 1970, all of whom are capable and intelligent female cadres. Many female cadres serving as deputy secretaries and deputy chairmen of provinces are also "bright" figures. There are many female leaders in districts and sectors. When women hold high positions, they work impartially and resolutely, sometimes even more so than men.
