According to the North Central Vietnam Meteorological and Hydrological Station at 4 PM on November 13th, satellite cloud imagery and the Vinh weather radar showed strong convective cloud development in the North Central region, including the districts of Quynh Luu, Quy Hop, Con Cuong, and coastal areas of provinces from Thanh Hoa to Ha Tinh.

Warning: Strong thunderstorms and heavy rain are expected in the districts of Quỳnh Lưu, Nghĩa Đàn, Quỳ Châu, Quỳ Hợp, Tân Kỳ, Con Cuông, Tương Dương, Thanh Chương and Vinh City (Nghệ An province).
