Strengthening the fight against corruption in the traffic police force

On January 5, the Traffic Police Department held the 2016 National Traffic Police Conference, summarizing the work of 2015, deploying tasks for 2016, thoroughly grasping the documents of the 71st National Police Conference, disseminating a number of Circulars on patrolling, controlling, handling violations of road traffic safety and order, and launching emulation in 2016.

Implementing the Resolution of the 70th National Public Security Conference, Directive No. 02/CT-BCA of the Minister of Public Security on "Strengthening the work of ensuring traffic order and safety of the People's Public Security force in the new situation," the traffic police force from the Department to localities has deployed many solutions and measures to ensure traffic order and safety and social order in all three areas of traffic including roads, railways, and waterways with the slogan "proactive, disciplined, responsible, effective," successfully completing the set goals and requirements.

The Department focuses on advising the Party, the State and the Ministry of Public Security to issue directive documents, organize the synchronous and drastic implementation of solutions to ensure traffic order and safety to prevent and reduce traffic accidents; direct and organize the serious and effective implementation of peak periods of attacking and suppressing crimes, ensuring social order according to the direction of the Ministry such as attacking and suppressing crimes, protecting major events of the country in 2015; propagandizing, attacking and suppressing drug crimes on the Vietnam-China border...

The Department promotes movement building and mobilizes the combined strength of the entire political system to protect national security in general and ensure traffic order and safety in particular. Thanks to that, the traffic order and safety situation is basically guaranteed.

This is the third consecutive year that traffic accidents have decreased in number of cases, deaths and injuries.

Nationwide, there were 22,827 accidents, killing 8,727 people and injuring 21,069 people, down 11% in number of accidents, 4% in number of deaths and 15.26% in number of injuries compared to 2014.

The Department has directed units and localities to improve the effectiveness of patrolling, controlling and handling violations, continue to replicate the alcohol concentration control model based on international experience, strictly handle cases of motorcyclists not wearing helmets, tighten the quality of testing, issue certificates and signs of police patrolling and controlling road traffic.

Traffic police nationwide have increased forces and vehicles, stepped up patrols and controls, recorded and handled over 4.4 million cases of traffic safety violations, and paid nearly VND2,900 billion to the State Treasury.

The Department's 5 highway traffic patrol and control teams have done a good job of ensuring traffic order and safety on 710km of highways put into operation and use.

In addition, the traffic police force has proactively grasped the situation, effectively fought against all types of crimes operating on traffic routes, established and coordinated with police units and localities to fight and discover 4 special projects, expanded 3 special projects; coordinated with functional forces to inspect and arrest nearly 1,400 cases with over 1,800 criminal subjects; 2,890 cases with 448 subjects of smuggling, commercial fraud, transporting goods without invoices, documents...

However, the report of the Traffic Police Department shows that the work of ensuring traffic order in recent times still has many shortcomings, such as the quality of some highways and national highways has not met standards, there has not been enough safety equipment and traffic instructions according to regulations, traffic organization is not reasonable; the import and inspection of vehicles is not strict.

The rapid increase in traffic while the traffic infrastructure cannot keep up; the unreasonable planning and construction of concentrated residential areas in urban areas makes traffic density increasingly dense, traffic jams are inevitable.

Criminal activities on traffic routes, such as theft, robbery, snatching, resisting law enforcement officers; smuggling, trading in prohibited goods, transporting counterfeit goods, commercial fraud; illegal trading and transporting of narcotics; illegal and excessive sand and gravel mining on some rivers are still complicated.

Particularly serious traffic accidents still occur frequently, especially traffic accidents caused by passenger buses, trucks and large tractor-trailers, killing many people.

The training, testing and licensing of drivers are still lacking and not strict enough. The management of drivers, especially private drivers, has not had a suitable solution, so a number of drivers have degraded their ethics, many cases of violating traffic laws, aggressively resisting law enforcement officers, causing serious consequences.

According to statistics from the Traffic Police Department, the situation of resisting law enforcement officers in general and traffic police in particular on traffic routes in 2015 was very complicated, with an increasing trend, and very serious in nature and level. Nationwide, 37 cases occurred, injuring 9 people, 12 cases occurred in Hanoi alone, and 3 cases in Lam Dong.

In his speech, Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security, commended the achievements of the national traffic police force.

Right in the first year of reorganizing and arranging the force, the Department quickly stabilized and excellently completed many aspects of work.

Not only being the backbone of the traffic safety movement, the traffic police force also focuses on crime prevention and is highly appreciated by the people.

Emphasizing the task of ensuring security, order and traffic safety in 2016, Senior Lieutenant General Le Quy Vuong stated that this is a year of many important political events such as the 12th National Party Congress, elections of National Assembly deputies and People's Councils at all levels, the traffic police force must launch peak patrols, control and absolutely protect the safety of the above events.

The ASEAN Community was established, free trade agreements were implemented, besides the advantages, many issues related to security, travel and trade will arise. The Traffic Police Department directed the force to focus on implementing the law on ensuring security, order and traffic safety; building a traffic culture associated with compliance with public service discipline.

The traffic police force must be strong, clean, and trustworthy to the people, focusing on fighting corruption within the force, building a good image of the people's police among the people and international friends, Deputy Minister Le Quy Vuong stated.

Deputy Minister Le Quy Vuong affirmed that the task of the traffic police force is not only to ensure traffic order and safety, but must also be associated with the fight against crimes such as drugs, smuggling, mineral exploitation, etc. The entire force needs to clearly understand this task in order to focus on directing and implementing it.

Considering that traffic safety is an issue that cannot be solved overnight due to many factors such as human awareness, traffic infrastructure, traffic organization, and traffic laws, Deputy Minister Le Quy Vuong requested the Traffic Police Department to step up propaganda work to raise people's awareness, increase technical equipment in performing tasks, and organize patrols and controls well, especially at night.

At the Conference, Deputy Minister Le Quy Vuong awarded the President's Second Class Glorious Soldier Medal to 5 leaders of the Traffic Police Department; and presented the Emulation Flag of the Ministry of Public Security to 2 collectives with outstanding achievements leading the emulation movement for Homeland Security at the grassroots level./.
