Accepting bribes, former Deputy Chief Traffic Inspector sentenced to 7 years in prison

The company's employees asked the deputy traffic inspector to "grease the wheels" to get the weight violation ignored.

On January 5, Dak Nong People's Court opened the first instance trial of the criminal case against defendant Le Dinh Trong (born 1975) - former Deputy Chief Inspector of Dak Nong Department of Transport for the crime of Receiving bribes.

The two defendants Nguyen Xuan Chung (born 1968, from Dak Lak) and Nguyen Trong Toan (born 1979, from Binh Dinh) were charged with Bribery.

This is the third time that Dak Nong People’s Court has tried this case at first instance. Previously, the court returned the file requesting clarification of issues related to the defendants’ acts of giving and receiving bribes.

This indictment clearly states that in early 2013, through the inspection of overloaded vehicles on National Highway 14, the Traffic Inspection Team led by Le Dinh Trong - Deputy Chief Inspector of the Department of Transport, discovered and arrested 4 container trucks of Hiep Toan Company Limited (headquartered in District 9, Ho Chi Minh City) carrying overloaded vehicles.

However, after 4 days of detention, all 4 containers were released without being administratively punished because this was the first time these vehicles violated the law.

Since then, knowing that Trong was the Deputy Chief Inspector, Nguyen Trong Toan, an employee of Hiep Toan Company Ltd., asked Trong for help when the company's vehicle violated the law in Dak Nong province and Trong agreed.

During his tenure as Station Chief of Mobile Weigh Station 56, located on National Highway 14, from April 2014, Trong called Toan many times to demand "tips" and "compensation".

Accordingly, Toan transferred 20 million VND to Trong's account twice to make Trong ignore the violations. From May to October 2014, Hiep Toan Company Limited transported nearly 200 containers of wood and cooking oil from Dak Nong to Ho Chi Minh City and vice versa, all of which were overloaded without being inspected and handled by Trong's team.

Also during this time, in order to avoid being punished for overloading his company's trucks according to the law, Nguyen Xuan Chung, an employee of Phuoc Hoa Transport Company (headquartered in Buon Ma Thuot, Dak Lak) twice transferred a total of 29 million VND to the account of Nguyen Tan Man (former deputy head of the mobile weighing station managed by Trong) so that Man could ignore the violation.

From April to October 2014, Phuoc Hoa transport company transported 173 overloaded vehicles but was not inspected or punished.

When the incident was discovered, the Dak Nong Provincial Police Department invited Nguyen Tan Man to work. However, Nguyen Tan Man then jumped from the second floor of the investigation agency headquarters to the ground, leading to his death.

Considering the defendants’ criminal acts, the Dak Nong Provincial People’s Court sentenced Le Dinh Trong to 7 years in prison, Nguyen Trong Toan to 6 years in prison, and Nguyen Xuan Chung to 3 years in prison./.
