In The Daily Telegraph, the British and Italian foreign ministers stated that their countries shared many common views: "Italy and the UK agree on the need for a sweeping reform of the EU, simplifying its functions, procedures and rules… We can work together to discuss specific issues such as the role of member state parliaments in the legislative process at the European Parliament, competition, economic governance and social welfare to make the EU simpler, more efficient and less bureaucratic," British Foreign Secretary Philip Hammond and Italian Foreign Minister Paolo Gentiloni said in a commentary.
On November 10th, British Prime Minister David Cameron submitted a four-point proposal for EU reform to the President of the European Council, Donald Tusk. This proposal included protecting the single market for the UK and other EU member states outside the Eurozone, and limiting welfare benefits for immigrants.
Previously, Prime Minister Cameron had pledged to hold a referendum before the end of 2017 so that voters in the UK could decide whether the country should remain in or leave the EU.
