The election regulations for the 12th Congress are very strict, ensuring the rights of party members.
Continuing the program of the 12th National Party Congress, on January 25, the Congress continued to spend the whole day discussing the personnel work to elect the 12th Central Executive Committee. On the sidelines of the Congress, many delegates affirmed: The Central Committee had discussed very carefully, implemented a very strict multi-step process and introduced to the Congress a carefully selected list.
Delegates also expressed their belief that the Congress will wisely select and elect worthy comrades to join the 12th Central Executive Committee to lead and well carry out the tasks that the Party Congress will set out for the next term.
Regarding the Party's election regulations, many delegates said: The election regulations at the 12th Congress comply with the Party's procedures and regulations and are very strict, ensuring the rights of Party members and delegates. The election regulations stipulate that those who are not recommended by the Party Committee will not be able to run for election or receive nominations, but the final decision still belongs to the Congress. Never before has personnel work been done so carefully, methodically, openly, transparently, frankly, and in accordance with procedures as this time.

Delegate Le Huu Quy, Ninh Binh delegation said:
"It can be seen that the preparation to serve the delegates who are interested in reviewing the Congress's personnel plan, records, and resumes is very thoughtful. During the discussion, the Central Committee prepared a very complete personnel plan for 3 age groups in accordance with the Party's regulations, democratically and openly. Our delegation also discussed very enthusiastically about the structure, age, detailed review, and access to the candidates' profiles very clearly."
Referring to the fact that some comrades who were not on the list nominated by the 11th Central Executive Committee, nominated by the Congress but proactively withdrew, Mr. Vu Trong Kim, member of the Party Central Committee, Vice Chairman and General Secretary of the Central Committee of the Vietnam Fatherland Front, said: This shows respect for one's organization, affirms discipline and tight organization. When being introduced and having to be the majority, proactively asking to withdraw is completely consistent with the principle of activities in Party organizations where the minority obeys the majority and respects the principle of democratic centralism.
"From the grassroots up, everyone did the same, so the Congresses in the provinces and cities were very successful, the Congresses of organizations directly under the Central Committee were all very good, and at the Central Committee, it must be even better. Regarding the surplus of more than 30%, I think that is to create conditions for delegates to democratically choose from the majority. We have had election regulations at the 12th Congress that were put out for comments and the Congress decided unanimously by its vote, we will follow those regulations."
Many delegates also commented: This time the personnel work has made more progress than the previous Congresses when we had a high-level personnel plan, including key leadership positions of the State and the Party. The 11th Central Executive Committee has made very careful preparations for personnel, so the Congress will consider and elect personnel smoothly. According to delegate Luu Minh Son, the Phu Yen delegation, in the selection criteria, paid special attention to the first qualities to consider: virtue and talent.
"Regarding the newly added personnel as required, it is necessary to ensure the conditions in terms of structure standards and personal history according to regulations. Each delegate has time to research to express his/her will to decide at the Congress," said delegate Luu Minh Son./.
